WHO: Captain III Brian Pratt, Commanding Officer, Devonshire Community Police Station Lieutenant Tim Torsney, Commanding Officer, Devonshire Detective Division Citizen Hero Nester Zepeda and his horse Palomino

WHY: Publicly acknowledge Citizen Hero Nester Zepeda with a Certificate of Appreciation for intervening in a purse snatch incident on March 25, 2016. Mr. Zepeda and his horse, Palomino, chased down a purse snatch suspect causing him to abandon the victim’s property. All of the victim’s property was recovered and immediately returned to her.
