Unidentified Victim Fatally Shot After Verbal Altercation

Monday, August 30, 1999

On Saturday, August 28, 1999, at 10:15 p.m., several citizens reported hearing shots fired in front of the condominium complex located at the 8600 block of International Avenue, in Canoga Park. Devonshire Area officers responded to the call and found the victim of a shooting lying in the roadway, on International Avenue. The victim sustained multiple gunshot wounds in the upper body, and was transported to Northridge Hospital by paramedics. The victim failed to respond to emergency care and was pronounced dead at 10:49 p.m. by the attending emergency physician.

Witnesses described seeing a heavyset male Black, approximately 25 years-old, involved in a dispute with the victim. The confrontation escalated and the lone suspect fired several rounds, striking the victim. The suspect fled from the location and remains outstanding.

The victim is a male Black, approximately 19 years-old. Efforts to identify the victim and notification to his family are pending.

The motive for the shooting is unknown and the investigation by members of the Devonshire Area Homicide Unit is continuing. If you have any information regarding this incident, please contact Devonshire Ares Detectives at 818-756-8291.

Update:

On Sunday, August 19, 1999, the identity of the victim was established as Steven Anthony Parsee, a nineteen year-old resident of Los Angeles.

On Monday, August 30, 1999, Devonshire Homicide detectives developed information on the whereabouts and identity of the possible suspect. The detectives conducted several follow-up investigations at the homes of associates of the suspect in the late evening hours. The suspect was ultimately located at the home of a friend in the 3400 block of West 77th Street, in Los Angeles. Officers from the Devonshire Area CRASH Unit, 77th Street Area, and the case investigators, arrested the suspect on Tuesday, August 31, 1999 at 12:25 AM, without incident. The suspect was subsequently booked for murder at Devonshire Station. The investigation relative to the circumstances of the shooting and a possible motive are continuing.

The suspect has been identified as 31 year-old Tommy Lawson Lynex, a former resident of Los Angeles. The suspect currently has no established residence.
