Officer-Involved Shooting Occurs in Central NR13272ne

Los Angeles: On July 13, 2013, around
7:30 p.m., uniformed Hollenbeck Area Gang Impact Team Lieutenant
I Robert Miles, pulled into the Office Depot parking lot located
in the 400 block of E. 2nd Street. The suspect, later identified
as Stanley Umoh entered a vehicle which was parked just north of
Lt. Miles’ marked black and white Hybrid police vehicle. An
Office Depot employee flagged down Lieutenant Miles and informed
him that Umoh had just robbed the Office Depot at knifepoint.
Lieutenant Miles ordered Umoh to exit the vehicle. Umoh failed to
comply and pulled out of the parking stall.

Lieutenant Miles was in fear that Umoh would strike the Office
Depot employee with the vehicle and an officer-involved shooting
occurred. Umoh drove away from the location until his vehicle
became disabled on 2nd Street and Central Avenue. Umoh abandoned
the vehicle and was taken into custody by uniformed officer at
2nd Street and San Pedro Street. Officers deployed the TASER and
a take down as Umoh was taken into custody. Further investigation
revealed Umoh had kidnapped a cab driver at 7th Street and
Alameda Street around 6:10 p.m. Umoh had also carjacked the
vehicle he was driving at knifepoint at the 7/Eleven Gas Station,
located in the 1800 block of East Olympic Boulevard, around 6:40
p.m.

One round traveled through the driver’s seat, back to front, and
struck Umoh. The round did not break the skin. Los Angeles Fire
Department (LAFD) responded and transported Umoh to a local
hospital where he was treated for an abrasion to the back, and a
TASER dart was removed. Umoh was medically cleared and booked. A
knife was recovered inside of the vehicle which was abandoned by
Umoh. Lieutenant Miles and other witnesses/victims were not
injured.

Force Investigation Division responded to the incident and will
conduct a thorough investigation of the officer-involved
shooting.

The investigation will ultimately be reviewed by the Chief of
Police, the Office of the Inspector General and Board of Police
Commissioners for compliance with the Department’s use-of-force
policy, which states that an officer’s use-of-force actions must
be objectively reasonable.

Additionally, the Los Angeles County District Attorney’s Justice
System Integrity Division will conduct a comprehensive review of
the facts of the officer-involved shooting.
