Graduating from the Los Angeles Police Academy in 1989, Deputy
Chief McMahon is an accomplished law enforcement executive. With
expertise in counterterrorism, uses of force and law enforcement
technology. He has proven his leadership skills by implementing
significant organizational changes that have contributed in the
reduction of police officer involved shootings and is now leading
the Department to many technological enhancements. Deputy Chief
McMahon holds a B.A. in Business Administration from the University
of La Verne and a graduate of the West Point Leadership
Academy.

In 2001, Deputy Chief McMahon was promoted to lieutenant assigned
to the Operations-Valley Bureau, Violent Crime Task Force (VCTF).
Under his leadership, VCTF received great accolades and positive
publicity for their exceptional productivity, as evidenced by a
noteworthy number of high-profile arrests and significant number of
firearms and narcotic seizures.

In 2013, Deputy Chief McMahon promoted to captain managing patrol
and traffic commands, followed by being named the commanding
officer at Use of Force Review Division, where he guided and
oversaw the internal review of thousands of uses of force
investigations. Deputy Chief McMahon contributed his subject-matter
expertise to the dialogue that led to the Department-wide
implementation of tactical de-escalation concepts, implementation
of the use of body-worn video evidence during uses of force
investigations, and the publication of what became the premier
annual report on law enforcement use of force statistics in the
nation.

In 2018, Deputy Chief McMahon was promoted to commander assigned as
the assistant commanding officer of Operations-Central Bureau,
followed by being named the commanding officer of Information
Technology Group (ITG). As a direct report to the Chief of Police
at ITG, Deputy Chief McMahon began a long term, multi-year, project
to overhaul, update and modernize the Department and its IT
organization. This ongoing program features an extensive Strategic
Technology Plan that is funded via a public/private
partnership.

In 2020, John McMahon was promoted to Deputy Chief, serving as the
Department's Chief Information Officer, elevating his leadership
role, and re-establishing the Information Technology Bureau for the
Department. His promotion marked a commitment by the City and
Department to create continuity in services and consistency in the
command which will bolster the long-term success of the Strategic
Technology Plan. Deputy Chief McMahon oversees a staff of 150
civilian and sworn personnel and manages the Department's
seventy-million-dollar annual technology budget.
