Los Angeles: On Saturday, August 3,
2013, around 10:00 a.m., Newton Area Patrol officers responded to
a radio call of a “415 Man with a gun” at the 100 block of West
57th Street. When the officers arrived they met with the
suspect’s brother and neighbor. Both advised that the suspect had
pointed a gun at the next door neighbor and they directed the
officers to the suspects’ location, in front of 121 West 57th
Street.

The officers went back toward 121 West 57th Street and observed
the suspect standing in the doorway of the residence. The
officers exited their vehicle and attempted to get the suspect to
exit the residence. During the conversation the officer observed
a blue steel revolver on the ashtray next to the suspect. The
officer ordered the suspect to raise his hands and not touch the
gun. The suspect failed to comply with the officer’s verbal
commands and grabbed the revolver and pointed it at the officer
resulting in an officer involved shooting. The suspect Vincent
Keith Jackson retreated into the residence and fired at the
officers. The suspect briefly barricaded himself inside the
residence and later surrendered without incident.

Upon taking the suspect into custody, it was determined that
Jackson had gunshot wounds. Paramedics from the Los Angeles Fire
Department responded and transported the suspect to a local
hospital where he was treated for non-life threatening injuries.
The officers were not injured during the incident.

Jackson was booked for attempt 187 PC (Attempt murder on a Police
Officer). A search warrant was served on the suspect’s residence
and a revolver was recovered.

Force Investigation Division responded to the incident and will
conduct a thorough investigation of the officer-involved
shooting.

The investigation will ultimately be reviewed by the Chief of
Police, the Office of the Inspector General and Board of Police
Commissioners for compliance with the Department’s use-of-force
policy, which states that an officer’s use-of-force actions must
be objectively reasonable.

Additionally, the Los Angeles County District Attorney’s Justice
System Integrity Division will conduct a comprehensive review of
the facts of the officer-involved shooting.
