Harrelson
was born and raised in Panorama City in the San
Fernando Valley. He graduated from St Genevieve High School and
then went on to college at California State University of
Northridge where he graduated in 1990 with a Bachelor's degree in
Kinesiology. After graduating from college, Scott moved to La
Jolla, San Diego where he worked as a stock broker for over five
years. In 1995 Scott decided to follow his childhood dream of
being a Los Angeles Police Officer and successfully entered the Los
Angeles Police Academy in September of 1995.

As a police officer, Scott has worked a variety of assignments
including Patrol, Gang Enforcement, Narcotics Enforcement, and
Training Officer. One of the highlights of Scott's time as an
officer was working as the Senior Lead Officer in the community of
his upbringing, Panorama City.

In 2003, he promoted to Sergeant and worked assignments including
Patrol, Bikes, Community Relations, and Internal Affairs, both as
an investigator and later as the Adjutant to the Captain of
Internal Affairs.

Scott promoted to Lieutenant in 2011 and worked as a Watch
Commander, as the Lieutenant in Charge of the Valley Crime Task
Force, and finally as the Detective Commanding Officer in Topanga
Division. Scott's recent promotion to Captain now brings him to
Central Division.

Scott holds California POST Certificates for the Basic, Advanced,
Supervisory, and Management levels. He has graduated from the
Sherman Block Supervisory Leadership Institute, the FBI National
Academy, and is currently attending the LAPD's Command Development
School. He is a member of several law enforcement associations
including the Command Officers Association, the International
Association of Chiefs of Police, and the FBI National Academy
Associates.

In his spare time Scott enjoys spending time with his family,
exercising, snow skiing, camping, fishing, and anything else that
gets him outdoors. Scott is a member of the Department's ski team
and regularly competes in the annual World Police and Fire Winter
Games.

Scott is married to Kristin and together they have two children.
