Police Seeking 'Hoover Jack' in Skidrow Murder

 

Los Angeles: The Los Angeles Police Department and the United States Marshal's Fugitive Task Force are asking the public's assistance in finding Marty Paul Webb, also known as "Hoover Jack," who frequents the Skidrow area of downtown Los Angeles.

Webb is suspected in the early morning murder of Aliciah Washington on April 9, 2005. According to witnesses, Washington was Webb's 22-year-old girlfriend. They argued earlier that night, and Webb shot Washington near 619 East 5th Street at about 1:20 AM. She later died at the USC Medical Center.

Webb has been at-large since the murder. The District Attorney's Office has filed a murder charge against Webb. Detectives want to catch Webb because they believe he poses a continued danger to others. "We've been very close to getting Webb several times," said Detective Stacy Spell. "The network on the street is informal, but it's kept him one step ahead of us. If people know he is wanted and dangerous, they may come forward to get him out of the community.

Webb has been seen in MacArthur Park and the Skidrow Area. He is well known among the locals on the street. While detectives recovered a casing from the crime scene, they still think Webb is armed with a 9mm handgun.

Webb is Black and 39 years old. He has black hair, brown eyes, and is 5 feet 9. He weighs 220 pounds. He has a scar under his left eye, and a tattoo on his left arm. A tattoo on his chest reads, "Miranda."
