Captain Ortega was appointed to the Department in March 1984. She is currently the Area Commanding Officer of Hollenbeck Community Police Station, which includes Boyle Heights, Lincoln Heights, El Sereno and Montecito Heights communities. She is also the first African-American female to oversee an Area command.  She has also been the Commanding Officer of Communications Division, which is the largest division within the Department with approximately 585 sworn and civilian employees, Juvenile Division, Devonshire and Hollenbeck Patrol Divisions, and Hollenbeck Operations Support Division.

Prior to her appointment to the rank of Captain, she worked a variety of patrol, investigative and staff assignments. She was the Lieutenant II/Adjutant to the Commanding Officer of Operations Headquarters Bureau, Commanding officer of Human Resources Bureau and the Commanding Officer of Operations-South Bureau. In Southeast area, she was the Watch Commander/District Leader, and participated in the "District Policing" Pilot Program. Ortega was also the Watch Commander at Operations South Bureau/South Traffic Division.

As a Sergeant II, she was an aide to the Commanding Officer of Operations-Central Bureau. She was assigned to the North Hollywood and Hollenbeck Areas as a field supervisor. She held the rank of Detective at Rampart Area. As a Police Officer, she was assigned to Narcotics Division/Field Enforcement Section, Central Area and Communications Division.

Captain Ortega attended the University of California, Los Angeles (UCLA) and earned her Bachelor of Arts Degree in Psychology.

In 2003, the prestigious Soroptimist International of Los Angeles honored Captain Ortega. In 2004, the Delores Mission leaders and community recognized her for her dedication to the Delores Mission Safety Project. She also attended the Drug Enforcement Administration's Drug Unit Commanders Academy in Quantico, Virginia in 2005. Outside the Department, Captain Ortega has a long history of athletic involvement. She was recently nominated as the Chair of the National Association of Sports Officials.

She played basketball at UCLA and received All-American recognition; represented Puerto Rico in the 1979 Pan American Games; and played professionally in the defunct Women's Basketball League. For many years, she has participated in the Police Olympics in basketball and racquetball. Additionally, she is in the UCLA and LAPD Hall of Fame.
