Captain Horace E. Frank began his career as a police officer in 1988. He promoted to Sergeant in March 1993 and to the rank of Lieutenant in February 1999. After promoting to Captain in April 2005, Captain Frank was assigned to Southeast Patrol Division as the Commanding Officer, where he led a very successful effort to bring the community and the Division closer together in a successful crime-reduction effort. In September 2006, he was upgraded to Captain III and reassigned to Emergency Services Division, Counter-Terrorism and Criminal Intelligence Bureau (CTCIB), where he now serves as the Commanding Officer. His current duties include oversight of the Bomb Squad, Hazardous Materials (Hazmat) Unit, Bomb Detection Canine Section and Operation Archangel Section.

Among his many assignments, Captain Frank was an academic instructor at the Los Angeles Police Department's Academy, a staff writer at Human Resources Bureau, an Associate Advocate at Internal Affairs Group and an Employee Relations Investigation Advocate at Employee Relations Section. Just prior to his promotion to Captain, he served as the Adjutant to the CTCIB Chief.


Captain Frank has attended numerous national leadership schools, which include the Federal Bureau of Investigations (FBI) National Academy, April 2002; the National Incident Management School at Texas A&M University, August 2006; the two-week FBI Law Enforcement Executive Development Seminar, October 2006; the Police Executive Research Forum’s Senior Management Institute for Policing at Boston College, June 2007; and the Anti-Defamation League’s Advanced Terrorism School in Washington D.C, May 2007.


At the request of numerous local and national law enforcement agencies, Captain Frank has participated as a panelist and made presentations on best practices in critical infrastructure protection strategies. He is a member of several professional and community-based organizations, which include the Law Enforcement Executive Development Association, the FBI National Academy Association, the Los Angeles County Police Officers’ Association, the Los Angeles Women Police Officers’ Association, and the International Association of Chiefs of Police, where he served as the Secretary on the Organized Crime Committee under the Chairmanship of Los Angeles Chief of Police William J. Bratton.


A native of Guyana, South America, Horace Frank spent eight and a half years in the United States Air Force. He holds a Bachelor of Arts Degree in Sociology from Chapman University and a Master's Degree in Public Administration from Golden Gate University.


Captain Frank is married, with three children. He is an avid runner who enjoys reading, listening to jazz and traveling.
