Captain Blake Chow was appointed to the Los Angeles Police Department in 1990 after having served as a San Jose Police Reserve Officer. After graduating second in his Los Angeles Police Department academy class, he was assigned as a patrol officer at Pacific Patrol Division. Chow was then selected to participate in a probationary cross training program and transferred to West Traffic Division to finish his probation.
As a Police Officer II, Chow first was assigned to Central Area in 1991where he worked foot beats and a plain clothes Special Problems Unit which targeted the problems of violent crimes, property crimes and narcotics. In the mid 1994 Chow was then transferred to Operations-Central Bureau and worked as a staff researcher for the Deputy Chief. In 1995, Chow was promoted to Police Officer III and assigned as a Field Training Officer at Rampart Patrol Division. In this assignment, Chow trained many new probationary police officers. That year, he was selected as Rampart's Officer of the Year.
In 1996, Chow was promoted to Sergeant and assigned to Southeast Patrol Division where he served as a field sergeant and Patrol Adjutant to the Commanding Officer, Southeast Patrol Division. As a Sergeant II, Chow was then selected for the position of Southeast Vice Officer-in-Charge and served in that position until being promoted to Lieutenant in 1999.
Chow's first assignment was that of Lieutenant Watch Commander at Southwest Patrol Division. In early 2000, Chow was then assigned as a lieutenant at Pacific Area. Here Chow functioned as a Watch Commander and Venice Beach Officer-in-Charge. As the lieutenant assigned to Venice Beach, Chow oversaw the deployment of resources at Southern California's second largest tourist attraction. During the summer months, Chow oversaw the deployment of officers during the peak holiday periods, including Memorial Day and July 4th.
In 2001, Chow was promoted to Lieutenant II and assigned as the Officer-in-Charge, Risk Management Division, Civil Investigations Section. In this position, he supervised approximately 20 investigators between the ranks of Detective III, to Police Officer III I, whose purpose was to act in concert with the Office of the City Attorney. Chow's investigators provided detective investigative expertise to the many dedicated Deputy City Attorneys working to defend the City, Department and officers against civil lawsuits resulting from law enforcement activity. Chow was then selected to act as the Adjutant to the Assistant Chief, Human Resources Bureau. Here he provided administrative management to the office of the Assistant Chief responsible for Training, Personnel, Employee Relations, Risk Management and Use of Force review.
Chow was promoted to Captain-I in May 2003 and assigned as the Commanding Officer, Central Patrol Division. With this promotion, he became the highest ranking Chinese-American officer on the LAPD and the first Asian captain assigned to Central Area. In this position, he provides leadership and management to a patrol force of approximately 250 officers.
In May 2005, Chow was promoted to Captain II, Commanding Officer, LAX Field Services Division. In this assignment, he manages the LAPD officers assigned to LAX who address crime and airport safety and transportation issues, including terrorism. In December 2005, Captain Chow was promoted to Captain III, Commanding Officer, RACR Division. The RACR Division is LAPD's first 24/7 fusion/information processing center. RACR operates as a 24/7 emergency operations center where resources, situation status of the city and developing tactical incidents are tracked. Additionally, RACR personnel also provide detective support to Areas and complete analysis on emerging crime patterns 24/7. RACR Division maintains liaison with other local, county, state and federal agencies. He is currently a Captain III, Commanding Officer of Hollenceck Area.
Chow was raised in San Jose California. He obtained a bachelors in Business Administration, with a concentration in Finance from California Polytechnic State University, San Luis Obispo and a Masters in Public Administration from California State University Fullerton. He is also a graduate of the Westpoint Leadership Program. Chow's wife is a Nurse Practitioner who practices medicine in Newport Beach. They have two sons, and one daughter.
