Assistant Chief George Gascón was raised in the Los Angeles area. He served in the U.S. Army from 1972-1975 and was honorably discharged as a Sergeant E-5. He received a B.A. Degree in History from California State University, Long Beach, and a Juris Doctor Degree from Western State University, College of Law. He is also a graduate of the CORO Foundation's Leadership Southern California program and received a certificate of completion from the Behavioral Sciences and Leadership Faculty Workshop in Military Leadership from the United States Military Academy at West Point. Additionally, Assistant Chief Gascón is a published author. He authored an article on police accountability titled COMPSTAT Plus, published in the May 2005 edition of the Police Chief Magazine. He also co-authored an article on police training published in The Chief of Police Magazine in November 2001, and an article titled, Target: Los Angeles, How the LAPD Tackles Weapons of Mass Destruction First Responder's Training published in the Homeland Defense Journal. Additionally, he is a recognized expert in the areas of community policing, police use of force, police training and police hiring practices, and COMPSTAT development and implementation (management accountability).
Assistant Chief Gascón was appointed to the Department in April 1978. He had a break in service from April 1981 to April 1987. During that period, he continued his association with the Department as a volunteer reserve officer while pursuing a successful career in business management. He returned to the Department in April 1987. He was promoted to Sergeant in September 1989, to Lieutenant in October 1993, to Captain in October 1996, to Commander in April 2000, to Deputy Chief in November 2002 and to Assistant Chief in Feburary 2003. As an officer, his assignments included Hollywood and Hollenbeck Patrol Divisions, Employee Opportunity and Development Division, and Planning and Research Division. As a sergeant, his assignments were in Newton Patrol Division, and Personnel and Training/Human Resources Bureau. After promoting to lieutenant he was assigned to Southeast Patrol Division and was later assigned as the Officer In Charge of Administrative Investigation Section (police backgrounds), Personnel Division. As a Captain, he was the Commanding Officer at Southeast Patrol Division, Southeast Operation Support Division and Harbor Area. Upon his promotion to Commander in April 2000, he was assigned as the Commanding Officer of Training Group, where he oversaw the training needs of the Department.
In November 2002, he was promoted to the rank of Deputy Chief and later to Assistant Chief where he was given command of the Department's Human Resources bureau. In addition to the responsibilities outlined in Training Group, Assistant Chief Gascón was responsible for the Department's personnel functions including recruiting, retention, hiring and equal employment opportunity development programs. Assistant Chief Gascón also had the responsibility for coordinating the Department's Risk Management Group. He played a leadership role in the development and management of the Department's risk management function, including oversight of the Risk Management Executive Committee and Use of Force Review Board process. Assistant Chief Gascón also had functional responsibility over the Department's Employee Relations Group including labor contract negotiation.
In November 2003, Assistant Chief Gascón was named Director, Office of Operations. In his new role, Assistant Chief Gascón oversees all of the Department's patrol and detective functions. In this capacity, Assistant Chief Gascón implemented a variety of new initiatives designed to enhance the Department's ability to reduce crime and gang violence. Under his leadership, the Department has been able to achieve substantial gain in it's public safety mission.
Assistant Chief Gascón has been an active participant at the State and national level in a number of areas related to police training, including the development of racial profiling training, a national model for police human relations training and management training in the area of accountability (COMPSTAT). He taught community policing techniques to Central American Police Departments in El Salvador, participated as an Advisory Board Member to the New York Regional Community Police Institute, and consulted on the development of training and on rule of law and culture of lawfulness for the Colombian National Police. He conceptualized the first major training vehicle for the Department's Consent Decree training, the Continuing Education Delivery Plan.
Assistant Chief Gascón is a resident of Los Angeles County, where he lives with his wife and together they have raised two children. His community involvement is evidenced by his current and past participation in many civic and professional groups including the Harbor Area's Juvenile Impact program as Chairperson of the Community Governing Board, the Hispanic Law Enforcement Administrators' Second Vice President, Mesa Elementary School's Site Council President and Treasurer, the California, Los Angeles County, Bar Associations, the Hispanic American Police Command Officers Association, the International Association of Chiefs of Police, as a volunteer attorney for the Legal Services Program for Pasadena and the San Gabriel-Pomona Valleys, and several other groups. More recently he became a board member for the Southern California Leadership Network and an executive board member of the California Bar Association's Criminal Law Section. He has also been the recipient of many major professional awards including two City Council Resolutions, the Governor's Crime Prevention Award, the Los Angeles Community Protector's Award, and the Department's Management Award for Community/Police Partnerships.
