Captain Kris E. Pitcher was first appointed to the Department in November of 1987 and appointed to the rank of Captain in December of 2000. During his career, Captain Pitcher has worked a variety of assignments from field training officer, vice investigator, field supervisor, vice unit officer in charge, officer in charge of the Department's Community Policing and Strategic Planning units, patrol division watch commander and patrol division commanding officer. In July of 2005, Captain Pitcher was assigned as the Commanding Officer of Vice Division. In August 2006, Captain Pitcher assumed the command of the Force Investigation Division.
During his assignment to Administrative Vice Division in 1996-1998, he was instrumental in helping to establish the Department's grant-funded Citywide Alcoholic Beverage Control (ABC) enforcement and training program, "Operation ABC." The program is geared toward the prevention of disruptive ABC licensed establishments through effective ABC training and enforcement actions.
Captain Pitcher is also a Department training instructor and has been published nationally in the field of ABC issues and enforcement strategies. Captain Pitcher received his B.A. in Political Science 1986 and a Master's of Administration in 1993.
