The Officer-in-Charge of the ITD Administrative Section is Senior Management Analyst (SMA) II Joyce K. Richardson. She served the City of Los Angeles for over 25 years working in a range of City offices. Ms. Richardson gained broad-based and diverse administrative and program-oriented experience at a number of City departments. Joyce began her City employment at LAPD, then returned to LAPD in 1996 to work with the Systems Development Task Force (SDTF) as the Division Adjutant. With the merger of SDTF and the Information Resources Division into the new Information Technology Division (ITD), Ms. Richardson was appointed to head ITD's Administrative Section.

The Administrative Section (AS) produces the Department's annual technology budget and manages the ITD budgets, contracts, grants, purchasing, finance and accounting, personnel responsibilities. She is responsible for payroll, projects administration, and oversees data entry and audit of police crime/arrest records. Personnel functions include:
  •   Processing, interviewing, and screening, applicants for hire.
  •   Scheduling job interviews.
  •   Handling grievance, discrimination, and other personnel complaints.
  •   Training for employee development.
  •   Developing position descriptions.
  •   Developing division organization charts and personnel reports.
