The Officer-in-Charge of the Enterprise Systems (ESS) is Senior Systems Analyst II Wanda Owens. Ms. Owens received a Bachelor of Science degree in Sociology and Information Systems from the University of California at San Diego in 1991 and has received advanced training in IT since that time, earning a Masters of Software Engineering, a Certificate in CIS, and becoming a Certified Network Administrator. Having begun City employment with the Department of Building and Safety, Ms. Owens began her career with LAPD in 1994. Prior to working with the City, Ms. Owens was employed as a Programmer Analyst with the DynCorp where she was a COBOL Programmer.
The ESS is tasked to meet the mandates of the consent decree, which is a multi-million dollar IT effort that impacts the operations and data handling capabilities of almost every Department system, whether automated or not. The ESS is responsible for support of the Department's Training Evaluation and Management System (TEAMS), TEAMS 1.5, and 26 legacy systems. Additionally, ESS is responsible for ITD's involvement in other consent decree mandated developments, including the Complaint Management System (CMS), Use of Force System (UOFS), and the Pedestrian and Vehicle Stop System. TEAMS was the Department's original Risk Management System and includes a variety of sub-systems that are combined to respond to queries regarding Department employees.
The Portable Officer Data Device System (PODDS) falls under ESS and is the development of system designed to capture personal characteristics such as gender and race/ethnicity of individuals stopped by officers, for the purpose of tracking potential cases of racial profiling and field interviews using a Personal Desk Assistants (PDA) and wireless printers. The PODDS are being implemented Department-wide.
