Senior Systems Analyst II Richard Yost
is Officer-in-Charge of the Network Support Section (NSS) and is the Network Manager for LAPD . Mr. Yost is LAPD's Network (LAN/WAN) Manager and is responsible for design and installation of all LANs in LAPD. He and his staff select hardware to be used for LAN servers, configure the hardware, and load LAN operating system software, office software, e-mail software, and other application software on the servers. His staff is also responsible for maintaining LAN hardware and software.

Mr. Yost has been employed by the City for 18 years, 16 years with LAPD and 2 years with the Department of Water and Power (DWP). Prior to becoming an employee of DWP, he worked as a data processing consultant for 20 years. For 13 years of his consulting career, he worked for one of the Big 5 accounting firms, rising to the position of Senior Manager, and for the other seven years he was president of his own consulting firm.

During his tenure at LAPD, Mr. Yost has supervised information systems professionals responsible for the design, implementation, maintenance, testing, documentation, and user training of large computer-based and LAN-based information systems.

The NSS is responsible for the engineering, maintenance, and support necessary to keep Network servers, the Network Operating System (NOS) server software, Network audits, and Network back-up and support software operational. The NSS is primarily focused on physical Computer Network Infrastructure (CNI) support rather than user support. They are responsible for NOS upgrades, patches, fixes, new applications, CNI installations and upgrades, and centralized Network management. This includes the GroupWise (e-mail), virus protection, Network back-ups, and support of stand-alone Networks. The NSS is also involved setting technology standards.
