Captain Jeri Weinstein was born and raised in Chicago, Illinois and attended the University of Illinois in Champaign between 1972 and 1977. She earned a Bachelor of Science Degree in Psychology, with a minor in Sociology, a Master's Degree in Social Work and was employed by the Illinois Department of Corrections, Probation Department. Captain Weinstein moved to Los Angeles in 1979 and was employed by the Beverly Hills Police Department as a counselor. While at Beverly Hills, she developed a rape victim protocol for the Department, was involved in crisis intervention counseling, juvenile and family therapy, was a liaison with all schools in the City, and attained a teaching credential from the State of California. Concurrent with her employment at Beverly Hills, Captain Weinstein was a Reserve Police Officer with the Culver City Police Department.
In 1983, Captain Weinstein joined the Los Angeles Police Department and completed patrol assignments in West Los Angeles, Van Nuys and West Valley Areas. In addition to those patrol assignments, Captain Weinstein completed a tour of duty at West Traffic Division where she was assigned to Wilshire and Hollywood Areas, was a field training officer at West Valley and was assigned to the Prostitution Enforcement Detail at Van Nuys Area. Captain Weinstein was a detective trainee at West Valley Division when the Department created the Employee Representation Section and she was loaned to that unit.
In 1991, she was promoted to the rank of Detective and was assigned to Van Nuys Area. After transferring back to West Valley Detective Division, Captain Weinstein was selected to the fill the position of Patrol Adjutant for the Commanding Officer, West Valley Patrol Division. In 1994, she was promoted to Sergeant and transferred to West Los Angeles Area. In 1995, Captain Weinstein transferred back to West Valley where she completed assignments as a patrol supervisor, CRASH supervisor and complaint sergeant. In 1997, Captain Weinstein was promoted to Sergeant II, Assistant Watch Commander, in Devonshire Area, until her promotion to Lieutenant in 1999. As the Administrative Lieutenant in Pacific Area, Captain Weinstein was responsible for a variety of administrative duties and assisted the Patrol Captain with all aspects of Area functions. In August 2000, Captain Weinstein transferred to Internal Affairs Group. From April 2001 until her promotion to Captain in December 2002, she was the Adjutant to the Deputy Chief assigned to Operations-Valley Bureau. Captain Weinstein served as the Commanding Officer, West Valley Patrol Division for two years where she supervised a workforce that served nine communities in the San Fernando Valley.
In October, 2004, she was promoted to Captain II and transferred to Professional Standards Bureau, where she was the Commanding Officer of Criminal Investigation Division, Internal Affairs Group. She was promoted to Captain III to the Work Environment Liaison Division and in July, 2009, she is currently the Captain in charge of Legal Affairs Division.
