The most effective method for promoting diversity at all ranks, and hence prohibiting employment practices that discriminate, is to establish and follow job-related procedures for all phases of selection. It is in this spirit that the Los Angeles Police Department Employee Selection Section was created. The Section is comprised of job analysis and testing experts who assist commanding officers and their staffs with the development of job-related tests for paygrade advancement purposes. Senior Personnel Analyst I Kelly Kadomatsu is the Officer-in-Charge of the Employee Selection Unit.

Specifically, the section was formed to ensure compliance with legal mandates. First, compliance is addressed in the Employee Selection Manual. Second, selection procedures are taught for requesting divisions, and third, they are discussed during selection consultations with Department entities. The Section is also charged with conducting formalized job analyses for sworn and civilian positions; developing legally defensible documentation strategies for internal selection; conducting research on new testing methodologies; and integration of selection methods with career development and personnel management issues.
