Los Angeles Police Department Headquarters, In front of Parker Center, 150 North Los Angeles, 90012

Los Angeles: On April 12, 1991, Ms. Soo Hoo Quon, 93 years of age, was found murdered in her residence located in the 2400 block of North Eastern Avenue. Ms. Quon was attacked by an intruder in her senior citizen assisted-living residence and sexually assaulted before being murdered.

At the time the case was assigned to Hollenbeck Area Detectives. All available leads were followed but the case remained unsolved.

In July 2003, Detectives Cliff Shepard and Jose Ramirez, Robbery Homicide Division, Cold Case Homicide Unit, had the evidence from the crime scene processed for DNA. Scientific Investigation Division found DNA evidence and forwarded it to the California Department of Justice Laboratory.

On July 20, 2004, Cold Case Homicide Detectives were notified that a DNA match was made from the crime scene evidence to a registered sex offender who was in the California’s Combined DNA Index System (CODIS) database. Detectives determined the suspect, Albert Rodriguez Salinas, 42 years of age was on parole and living in the Los Angeles area.

On July 22, 2004, Cold Case Homicide Detectives took Salinas into custody with the assistance of State Parole.
