LAPD Announces Promotions and Movement Among Command Staff

Los Angeles:  Today, Los Angeles Police Chief William J. Bratton announced several key promotions and transfers among his Command Staff as he continues to reorganize the Department to better utilize talents and experience.  These personnel changes affect a total of 19 command staff officers, 11 of whom will be promoted or upgraded.

“As we progress toward making LA a safer place, it’s my pleasure to announce promotions among my command and staff officers,” said Chief of Police William J. Bratton.  “These law enforcement professionals have demonstrated the ability to lead and motivate.  They will represent LAPD and the City well.”

Rhonda Sims-Lewis comes to the Department as a Police Administrator III and Commanding Officer of Administrative and Technical Services Bureau, under the Office of Support Services.  She leaves her position as the Assistant General Manager of the  Personnel Department for the City of Los Angeles.  She will replace Police Administrator III Laura Johnson, who is retiring.

Commander Richard Roupoli will be promoted to the rank of Deputy Chief.  He will take over as the Commanding Officer of Operations-West Bureau.

Captain III Sergio Diaz, Commanding Officer of Southeast Area, will be promoted to the rank of Commander.  He will take over as the Assistant Commanding Officer, Special Operations Bureau.

Captain III Terry Hara, Commanding Officer of Training Division, will be promoted to the rank of Commander.  He will serve as the new Commanding Officer of Training Group.

Senior Management Analyst II Gloria Grube has been promoted to Police Administrator I.  She leaves the Office of the Chief of Police to assume the responsibilities as the Commanding Officer of Records and Identification Division.

Captain II James Craig, Juvenile Division, is upgraded to Captain III, Commanding Officer of Southwest Area.

Captain II Richard Meraz, Commercial Crimes Division, is upgraded to Captain III, Commanding Officer Southeast Area.

Captain I Sandy Jo MacArthur, Adjutant to the Chief of Police, is being upgraded to a Captain III, Civil Rights Integrity Division as its Commanding Officer.

Captain I Anita Ortega, Devonshire Area, is upgraded to Captain II, Commanding Officer of Juvenile Division.
Lieutenant II Michael Williams, Professional Standards Bureau, is promoted to Captain I and will take over as the Patrol Captain of North Hollywood Area.

Lieutenant II William Hayes, Professional Standards Bureau, is promoted to Captain I and will take over as Patrol Captain at Pacific Area.
Moving from Operations-West Bureau is Deputy Chief Michael Moore.  He will become the Commanding Officer of Operations-Valley Bureau.  He replaces Deputy Chief Ronald Bergmann, who is retiring.

Captain III Scott Kroeber takes over as the Commanding Officer of Metropolitan Division from his assignment as Commanding Officer, Civil Rights Integrity Division, under Consent Decree Bureau.

The current Commanding Officer of Metropolitan Division, Captain III Rick Jacobs, will be taking over as Commanding Officer of Training Division.

Captain III Kyle Jackson, Commanding Officer of Southwest Area, moves to Robbery Homicide Division, as the Commanding Officer.  He replaces Captain Allan Michelena, who is retiring.

Captain I Robert Green, the current Patrol Captain at Mission Area, will become the Patrol Captain of Devonshire Area.
Captain I John Incontro, the current Patrol Captain at Pacific Area, will become the Patrol Captain of Mission Area.
North Hollywood Patrol Captain Kris Pitcher will be upgraded to Captain II and assume command of Vice Division.
Moving from Vice Division is Captain III Michael Chambers. He will be the new Commanding Officer of Commercial Crimes Division.
