Captain III Thomas J. McDonald joined the Los Angeles Police Department in May of 1983. As a police officer, he worked numerous patrol and specialized assignments including gang enforcement; as a training officer, an element member in Metropolitan Division, Special Weapons and Tactics (SWAT), a tactics instructor in the police academy, and as a staff researcher. Tom promoted to sergeant in 1995 and again worked a variety of assignments including patrol operations, special problems unit supervisor, Training Coordinator for two Areas, and served as the Officer-in-Charge of the Department’s Community Policing Unit. In response to the North Hollywood Bank Robbery Tom conceptualized, researched and developed the Law Enforcement Tactical Applications Course (LETAC), a tactical training course designed for in-service officers Department-wide.
In 1999 Tom promoted to lieutenant and distinguished himself as an expert in crowd management and control while assigned to West Los Angeles Area during the Democratic National Convention. He was selected to serve as the Adjutant to the Chief of Staff. Following the September 11th attack on the World Trade Center in New York City Tom conceptualized and developed Operation Archangel, a critical infrastructure and key resources protection initiative. Archangel developed a methodology for assessing the criticality and vulnerability of key facilities as well as the Automated Critical Asset Management System (ACAMS), an award winning electronic program developed in collaboration with the US Department of Homeland Facilities. ACAMS is currently in use in some 48-states nation-wide.
In 2006 Tom was promoted to captain and served as the patrol commanding officer in both Rampart and Southeast Areas. In 2010 he was promoted to his current rank of Captain III, Commanding Officer of Emergency Operations Division.
Captain McDonald received his Bachelor’s degree in Organization Management from Biola University.
