Captain Ivan Minsal was born and raised in Los Angeles, California in 1958. Minsal graduated from the Los Angeles Valley Jr. College in 1980 with an A.A. in Administration of Justice. In 2005, he graduated from the Union Institute and University, with a B.A. in Criminal Justice Management.
Captain Minsal was appointed to the Department in September 1981. He was promoted to detective in July 1988 and to sergeant in December 1988. In July 2001, he was promoted to lieutenant and to captain in November 2007. As a police officer, Minsal worked Pacific Patrol Division, 77th Street Patrol Division, North Hollywood Patrol Division, North Hollywood Area Vice and North Hollywood Detective Division. As a detective, he was assigned to Valley Traffic Division. Upon his promotion to sergeant, his assignments included Foothill Patrol Division, Foothill Area CRASH and Foothill Area Vice. He was also assigned to Internal Affairs Division, Van Nuys Patrol Division, Transit Bus Division and as the Training Coordinator for Operations-Headquarters Bureau.
Upon his promotion to lieutenant, he was assigned Devonshire Patrol Division, Devonshire Detective Division as the assistant commanding officer, Planning and Research Division as a Section OIC and Foothill Detective Division as the commanding officer until his promotion to captain, when he was assigned to Foothill Patrol Division and later to Topanga Patrol Division. Captain Minsal is currently assigned to Valley Traffic Division as the commanding officer.
Captain Minsal is the second oldest of seven brothers and sisters. Minsal resides in the City of Palmdale with his wife of 32 years. They have one son, who also lives in the Antelope Valley. He and his wife have recently become grandparents. He enjoys hiking/camping, mountain biking and restoring classic cars.
Captain Minsal currently serves on the Board of Directors for the Los Angeles Police Relief Association. He has been a director for the past 19 years. He has served as president and vice president.
