Captain Steven A. Ruiz was born in San Fernando, California, and was raised in the Northeast San Fernando Valley in the Sylmar Area. He is a graduate of Sylmar High School and has attended Los Angeles Valley, Los Angeles Mission, and Rio Hondo Community Colleges. He is currently enrolled at Los Angeles Valley College and plans on transferring to a four year university in order to attain his Bachelors Degree.
Captain Ruiz first joined the Department in 1985 as a Technical Reserve Officer assigned to Foothill Area. He joined the Department full-time on October 13, 1987, at the age of 21. As an officer, Captain Ruiz worked a variety of assignments in various patrol divisions, as well as several specialized assignments in the Central Area Gang and Devonshire Area Vice Units, and Van Nuys Area as a Detective Trainee. He promoted to Sergeant in 1994 and worked Patrol assignments in West Valley and Northeast Areas. In 1995 he became a Detective and worked a variety of crime investigation units at Northeast Division, including the Northeast Area Gang Enforcement Unit. In 1998, he was selected to assume the responsibility as the Officer-in-Charge, Northeast Area Vice, a Sergeant II position. In 2001, the Department promoted Ruiz to Lieutenant and assigned him to Wilshire Patrol Division where he served as a Watch Commander. A position he would ultimately fill at two other divisions, Transit Bus Division and Hollywood Patrol Division. In 2003, Captain Ruiz promoted to Lieutenant II, and served as the Officer-in-Charge of the Hollywood Area Vice Section.
In 2005, Captain Ruiz was selected as the Adjutant to the Deputy Chief, Commanding Officer, Operations-West Bureau. The following year, Captain Ruiz transferred to Special Operations Bureau where he served in the same capacity to the Deputy Chief responsible for the Department's specialized units. In May of 2007, he promoted to the rank of Captain as the Commanding Officer, Van Nuys Patrol Division. Captain Ruiz transferred to Devonshire Patrol Division in April of 2008 and remained there until February of 2009, when he was promoted to Captain III as the Commanding Officer of Rampart Area.
Captain Ruiz is married and has a daughter and a son. He enjoys spending time with his family and being involved in his children's education and sporting activities. His hobbies include running and coaching youth baseball and basketball.
He is a member of several professional organizations, including the Command Officer's Association (COA), Latin American Law Enforcement Association (LALEA), and Hispanic Law Enforcement Administrators (HLEA).
