Captain Peter Whittingham was born in Montego Bay, Jamaica, on November 11, 1954.  He graduated from the Montego Bay High School in 1972, and while attending the Montego Bay Community College in 1974, he was recruited to join the Jamaica Police Department.  He served in the Jamaica Police Department for approximately 10 years and worked various assignments, including a two-year tour of duty in the Jamaica Supreme Court, and approximately four years as an Immigration Officer.  He retired from the Jamaica Police Department and migrated to the United States in September 1983.

After migrating to the United States, Captain Whittingham resumed his career in law enforcement by joining the University of Southern California (USC) Public Safety (Campus Police) Department in 1985.  He resigned from the USC Public Safety Department at the rank of Sergeant to join the Los Angeles Police Department (LAPD) on May 2, 1988. After graduating from the LAPD Academy, Captain Whittingham continued his formal education at The University of La Verne, California, where he graduated Cum Laude, with a Bachelor of Science Degree in Public Administration. Captain Whittingham, who prides himself as a practitioner of Situational Leadership, has attended various management/leadership training/seminars, and is a graduate of the LAPD West Point Leadership Program, and the Federal Bureau of Investigation (FBI) National Academy.

After graduating from the LAPD Academy in October 1988, Captain Whittingham's first field assignment was Wilshire Area.  He was promoted to the rank of sergeant in October 1991, and was assigned as a field supervisor to Foothill and Northeast Areas.  He was promoted to detective in March 1994, and was assigned to North Hollywood Detective Division. He was promoted to the rank of Sergeant II in October 1995, and assigned to Internal Affairs Group, where he worked as an Internal Affairs Investigator and Assistant Advocate.  He was promoted to the rank of lieutenant in March 1999, and was assigned to Pacific Area as a watch commander. In January 2000, Captain Whittingham was reassigned to Newton Area as the Administrative Lieutenant, and in July 2003, he was upgraded to Lieutenant II and was assigned to Southwest Area as the Officer in Charge of the Southwest Area Gang Impact Team.  He remained in that position for just over five years until September 2008, when he was transferred to Pacific Area as the Assistant Commanding Officer, LAX Field Services Division. He was promoted to his current rank of captain on May 10, 2009, and was assigned as the Commanding Officer, Hollywood Patrol Division.  On June 15, 2014, Captain Whittingham was promoted to Captain II and is currently assigned to Criminal Gang/Homicide Division.

Captain Whittingham currently resides in West Covina, California, with his wife, Belinda, and his two younger children, Sophia and Victoria. Captain Whittingham is active in the cause for Down Syndrome, and is a member of Up for Downs (a subsidiary of Los Angeles Down Syndrome Association). He is also active in a number of law enforcement-related service organizations, including PERF, NOBLE, ABLE, OJB, and the Jamaica Ex-Police Officers Association.
