Terry L. Carter is the Acting Commanding Officer of Property Division.  She currently oversees over 100 employees assigned to 24 locations throughout Los Angeles.  Property Division is responsible for properly receiving, documenting, safeguarding, preparing for release, releasing and destroying items booked into the custody of the LAPD.  Property Division also safeguards non-evidence for periods specified by law, and maintains excess personal property of LAPD arrestees for release or destruction.

Ms. Carter’s civil service career began with the Los Angeles Department of Water and Power in 1990, specializing in creating, facilitating, and training courses for employees, and then handling the selection, interview, and hiring of employees.  The personnel experience was expanded to include complaint investigations and grievances.  Ms. Carter also served as co-counsel in civil service hearings and arbitrations.  She then transferred to the Personnel Department, Police and Fire Selection Division, Entry Level and Recruitment Sections.  This connection led her the Police Department, where she has worked a variety of assignments and locations over the last 14 years, including Harbor, 77th, Crime Analysis Section, and Inspection & Control Division.  Ms. Carter served as the Officer in Charge (OIC) of Scientific Investigation Division’s Technical Laboratory, overseeing 160 employees in five unique units, and as the Fiscal Operations Division, Supply OIC, responsible for the procurement of all goods and materials for LAPD.

Ms. Carter was born, raised, and still resides in the South Bay.  Her credits include a BA in Communication Studies with a Business Emphasis from UCLA, an MBA from the University of LaVerne, the WestPoint Leadership Program and the Command Development Program.  Ms. Carter is married to Sgt. MJ Carter, with two children.  The entire family is committed to supporting spouses and families of deployed military personnel.
