email Captain Charles Hearn was
born in the Midwest and grew up in Simi Valley, California. Charles
graduated from Simi Valley High School and at the age of 17
attended California State University Northridge, where he graduated
with a Bachelor of Arts degree. Shortly thereafter he joined the
Los Angeles Police Department in December 1989. Charles has worked
in a number of assignments beginning as a patrol officer and later
a gang officer. While working in the field and raising a family,
Charles continued his education and went on to earn a Master's
Degree from California State Dominguez Hills.

After five years of service Charles was promoted to detective and
worked in that capacity for several years until promoting to
sergeant. As a sergeant, Charles worked in field supervision,
administration and as an investigator in the criminal section of
internal affairs. Upon promotion to Lieutenant, Charles managed a
patrol watch and then was selected as an Officer in Charge of a
City Wide gang unit. From there, he applied to the Police
Commission and was selected as a Lieutenant Commanding Officer, of
the Commission Investigation Division.

Charles was promoted to Captain and was assigned as the Patrol
Commanding Officer of the Harbor Area Station. He is currently
assigned as the Patrol Commanding Officer of the Topanga Community
Police Station. Charles maintains membership in several
professional organizations such as: the National Organization for
Black Law Enforcement Executives, International Association of
Chiefs of Police, and the California Gang Investigator's
Association. Charles also holds California State Police Officers
Standards in Training (POST) Certificates for the Basic, Advanced,
Supervisory and Management levels. He is a graduate of the West
Point Leadership Program, the LAPD Command Development Program, and
the Supervisory Leadership Institute.

During his spare time, Charles enjoys spending time with his lovely
wife and four children, attending his local church, coaching youth
sports and playing various sports related activities.
