Captain Ron Spicer is a 25-year veteran of the Los Angeles Police Department.
Raised in Huntington Beach, California, his family has lived in the Los Angeles area since 1919. He received a Bachelor’s Degree in Administrative Studies from the University of California, Riverside in 1981 and a Master’s Degree in Negotiation and Conflict Management from California State University, Dominguez Hills in 1994.
Captain Spicer began his LAPD career in June 1988. He completed his probation in Southeast Division and later worked as a patrol officer in Central Division and Hollywood Division. As a police officer he also did a tour as a staff researcher at Tactical Planning Section.
Captain Spicer promoted to sergeant in 1995 and work as a field supervisor in West Los Angeles Division and Van Nuys Division. He advanced to Sergeant II and was assigned as the Officer-in-Charge (OIC), of the Department Operations Center of what is now Emergency Operations Division.
He was promoted to lieutenant in 2003 and served as a watch commander in West Los Angeles Area. In 2006, Spicer was assigned to a Lieutenant II position as an OIC for Employee Relations Group (ERG). At ERG he has served on the management team for contract negotiations, handled other union negotiations, grievances, impasses, unfair labor practice claims, administrative appeals, and arbitrations. He became the Administrative Lieutenant at Metropolitan Division in 2011.
He has been a Department instructor for the Basic Supervisors Course, the ERG Applied Leadership Course, the LAPD Leadership Program, the Standardized Emergency Management System (SEMS) and Incident Command System (ICS) as well as for terrorism awareness and operations. He was also a member of the Governor’s Office of Emergency Services (OES) SEMS Training Specialist Committee.
Captain Spicer is also a graduate of the FBI National Academy, P.O.S.T. Supervisory Leadership Institute, and the LAPD West Point Leadership Program.
He was the first Certified Emergency Manager (C.E.M.) for the Los Angeles Police Department.
Captain Spicer has been married for 19 years and has two lovely daughters. He also enjoys golfing and surfing.
