Captain Edward Pape was born and raised in Burbank, California. He joined the Los Angeles Police Department in November 1994. As a Police Officer, he worked patrol assignments at North Hollywood, Van Nuys, and Foothill Areas. Subsequently, he worked as a staff researcher at Management Services Division prior to returning to Van Nuys Area as a senior lead officer. He promoted to Sergeant in 2001, working as a field supervisor at West Valley Area and later as an investigator at Internal Affairs Group and Professional Standards Bureau. Upon his promotion to Lieutenant in 2008, Captain Pape served in assignments within the Office of the Chief of Police and Detective Bureau. He was also assigned as the Detective Commanding Officer at West Valley Area where he played a vital role in the creation of the Knock/Knock Taskforce, which resulted in numerous gang arrests for residential burglaries throughout Southern California. With his promotion to Captain, he served as the Patrol Commanding Officer at Pacific Area, the Commanding Officer of Criminal Investigation Division, and currently serves as the Commanding Officer of Administrative Investigation Division within Internal Affairs Group. Captain Pape attended the University of Southern California, earning a Bachelor’s degree in Liberal Arts and Science with an emphasis in teaching; a Master’s degree in Executive Leadership and a Doctorate in Policy, Planning and Development.
