grew up in Cudahy, California, and graduated from Yale University
with a Bachelor of Arts degree in Anthropology in 1988. In December
1988, he joined the Los Angeles Police Department. As a police
officer, Captain Melendez worked Pacific, Rampart, and Internal
Affairs Divisions. In 1996, he promoted to sergeant and worked 77th
and Rampart Divisions, before returning to Internal Affairs
Division. In 1999, he began working Employee Relations Group where
he conducted grievance investigations and represented the
Department in arbitrations, administrative appeal hearings, and
meet and confer sessions with the Los Angeles Police Protective
League.

In 2006, Captain Melendez was selected as a Mayoral Fellow and
worked as a policy analyst in the Mayor's Performance Management
Unit, where he tracked the progress of the Mayor's public safety
initiatives. In 2007, Captain Melendez promoted to lieutenant and
worked as a watch commander and administrative lieutenant at
Hollenbeck Division. In 2010, he was appointed to the Board of
Directors at the Los Angeles Police Protective League. In 2012,
Captain Melendez returned to the Los Angeles Police Department and
worked Southwest Detective Division, first as the assistant
commanding officer, and then in 2013, as the commanding officer,
before promoting to Captain in July, 2014, and being assigned to
Olympic Area. In April 2015, Captain Melendez was reassigned as the
Commanding Officer of Juvenile Division.

Captain Melendez has a strong background in public safety labor
management issues and has participated in the last five contract
negotiations as either a Department representative or a union
representative. In 2009 and 2012, he was selected as a delegate of
the year for his work on behalf of police officers. Captain
Melendez also attended the Sherman Block Supervisory Leadership
Institute.

Captain Melendez lives with his family in Whittier, California,
where he has volunteered as a youth coach and mentor at the
Whittier YMCA for the past 12 years. He is currently a member of
the Whittier YMCA Sports Council.
