was born in San Fernando, California, and grew up in the Northeast
San Fernando Valley, in the areas that now comprise Mission and
Foothill. He attended California State University, Northridge,
where he obtained a Bachelor of Science Degree in Political Science
with an emphasis in Urban Studies.

Captain Espinosa was appointed to the Los Angeles Police Department
(LAPD) in April of 1994. During the course of his career, he has
worked a variety of assignments at nine different Community Police
Stations within 3 different geographic Bureaus. At the police
officer rank, his assignments included patrol, bicycle detail,
prostitution enforcement detail, vice, narcotics, and staff
researcher. In 2002, he was promoted to the rank of sergeant and
had opportunities to work as a field supervisor, bicycle/hype unit
supervisor, Officer in Charge (OIC) at Community Relations, OIC at
Office of Operations, Assistant Watch Commander, Commander's Aide,
and as an Investigator at Special Operations Division. Captain
Espinosa also held the rank of detective where he was assigned to
Rampart Area and investigated major assault crimes, crimes against
persons, and burglaries. In 2012, he was promoted to the rank of
lieutenant and was assigned as a Watch Commander at West Los
Angeles and West Valley Areas, OIC at the North Hollywood Gang
Impact Team and as the Commanding Officer of Foothill Detective
Division. In 2015, he was promoted to the rank of Captain of
Police and was assigned as the Commanding Officer of Foothill
Patrol Division. In 2016, Captain Espinosa was assigned as the
Commanding Officer of In-Service Training Division, where he
oversaw training for all in-service personnel. In 2017,

Captain Espinosa was assigned as the Commanding Officer of Juvenile
Division, where he oversees the Abused Child Section, Child
Protection Section, and the Internet Crimes Against Children Unit.
In 2019, Captain Espinosa was assigned as the Commanding Officer of
West Valley Area, where he is responsible for overseeing the
operations of this LAPD geographic Area.

Captain Espinosa enjoys reading, running, and most other athletic
activities, but most importantly, he enjoys spending time with his
wife and sons.
