Captain James V. Bower was born in Peoria, Illinois, where his father was assigned as a Special Agent, Federal Bureau of Investigation. He moved to Los Angeles in 1962, and has lived in the area since.
In 1976, Captain Bower graduated from California Lutheran University with a degree in political science. Following college, he served as an infantry officer in the United States Marine Corps.
In June 1999, Captain Bower received a Masters Degree in Leadership and Management from the University of La Verne. In September 2000, he graduated with the 202nd Session of the Federal Bureau of Investigation, National Academy. After separating from active duty with Marine Corps, Captain Bower joined the Los Angeles Police Department in April 1980.
He was promoted to Sergeant in July 1991, Lieutenant in November 1997, and Captain on April 8, 2001. As an officer, his assignments have included patrol in Northeast, Southeast, and Hollywood Areas, a tour in Hollywood Vice, five years in Metropolitan Division, and as a staff/research writer in Evaluations and Administration Division, Officer of Operations (O.O., EAS), now Management Services Division (MSD).
During his tour as a sergeant, he was assigned to Newton Street Area during the 1992 civil unrest; in Van Nuys Area during the Northridge Earthquake; he was the OIC of the Deployment Unit, O.O., EAS; and a tour in Internal Affairs Division. His assignments as a lieutenant included being a watch commander and administrative Lieutenant in Hollywood Area, the Operations-South Bureau (OSB) Vice Coordinator, and the OSB Adjutant to Deputy Chief Scott LaChasse.
Captain Bower resides outside of Glendale, California, where he lives with his wife and dog Chester. His interests include running, wood working, and writing fiction. He is a member of the Los Angeles County Peace Officers Association and the Federal Bureau of Investigation, National Academy Associates. |
