Captain David E. Baca was born in Santa Monica, California. He received his Bachelor of Arts Degree in Psychology in 1976 from the University of California at Los Angeles (UCLA).

Captain Baca was appointed to the Department in November 1977. He was promoted to Sergeant in October 1984, to Lieutenant in July 1991 and to Captain in May 1999.

As an officer, his assignments included: West Valley Patrol, Southwest Patrol, Planning and Research Division, Southeast Vice, Southeast Detectives and Metropolitan Division. As a sergeant, his assignments were in Southeast Patrol, South Bureau Community Resources Against Street Hoodlums (CRASH), Hollywood Vice, Background Investigation Section of Personnel Division, Internal Affairs Division, and Chief of Staff, Office of the Chief of Police.

In June 1991, shortly before his promotion to lieutenant, he was assigned to Foothill Area as the acting watch commander, shortly after the Rodney King incident. He subsequently promoted to lieutenant and watch commander at Foothill Area, followed by assignments as the South Bureau Vice Coordinator and the Commanding Officer of South Bureau CRASH.

Upon his promotion to Captain, he was assigned to the Office of the Chief of Police as the Chief's Duty Officer (CDO). As the CDO, Captain Baca's duties included providing visible leadership presence, oversight of Department activities during non-business hours and command presence. His duties also included increasing the awareness of off-hours operational efficiency and related issues, monitoring significant planned or spontaneous events, auditing Department-wide operations including field deployment, operational readiness and administrative procedures.

In July 1999, Captain Baca was assigned as the Commanding Officer, Hollywood Operations Support Division. His command encompassed the Detective Section, Special Problems Unit, CRASH Unit, Hollywood Vice Section, and the Crime Analysis Detail.

As a member of the command staff in Hollywood, Captain Baca interacted with the community and the large movie/television/radio industry housed in the area. He oversaw the developing partnership with the private security community, which is a useful tool to assist all parties in sharing relevant crime information.

In January, 2002, Captain Baca was advanced to the rank of Captain II as the Commanding Officer of Transit Rail Division. This was followed by a tour as the Department Operations Coordinator, a brief return to Hollywood Area, an extended tour as the Commanding Officer of West Traffic Division where he oversaw all traffic enforcement and investigation within Operations-West Bureau and then to his current assignment as the Assistant Commanding Officer of Training Division.

As the Assistant Commanding Officer of Training Division, Captain Baca is stationed at the Los Angeles Police Academy in Elysian Park. This division provides training at three major facilities around Los Angeles, for recruit and in-service personnel, sworn and civilian, from throughout the Department.

Captain Baca is a graduate of the FBI National Academy and is an Instructor with the Los Angeles Police Department West Point Leadership and Command Program. He is a member of the International Association of Chiefs of Police, Police Officer Association of Los Angeles County, Los Angeles Women's Police Officers Association (LAWPOA), FBI National Academy Associates and the Los Angeles Police Department's Hispanic Law Enforcement Administrators (HLEA).

In 1997, Captain Baca was awarded the Police Meritorious Unit Citation by the Chief of Police for his command of an LAPD/FBI Task Force, Operation Lethal Weapon, which was formed to seize firearms from the streets that were being used to commit violent street crimes against the citizens of South Bureau and to stop random shootings at law enforcement officers assigned to South Bureau.

In 1997, then Captain Baca was selected on a nation-wide basis, to participate in the FBI Executive Fellowship Program assigned to FBI headquarters with managerial elements of the FBI's Violent Crimes and Major Offenders Section for a period of six months. Captain Baca was fully integrated into the FBI's management team for the Safe Streets Program. He acted as a consultant to the FBI in Safe Streets related matters, was assigned as an executive fellow to the Safe Streets and Gang Unit, and acted as liaison to the Department of Justice in matters affecting state and local law enforcement organizations.
