Captain Egan was born in New York, New York. He attended school in New York City and graduated with a Bachelor of Arts in History/Sociology.He moved to California in 1987 and was appointed to the Los Angeles Police Department (LAPD) in December 1987. He was promoted to sergeant in 1991, to lieutenant in 1996 and Captain in January 1999. As an officer his assignments included Central and Van Nuys Area Patrol, and the Evaluation and Administration Section, Office of Operations. As a sergeant he was assigned to the Office of Operations where he worked on the development of the LAPD's Automated Property Information Management System. He then worked at Rampart Patrol as a field supervisor. His next assignments included Administrative Group, Office of the Chief of Staff; Planning and Research Division; and Community Policing Group where he was involved in the expansion of the LAPD's Community-Policing efforts including planning for the Community-Police Advisory Board (C-PAB) Summits. After promoting to lieutenant he returned to Rampart Patrol as a watch commander, then as the Officer-in-Charge of the 3-1-1 Implementation Team (a number for requesting non-emergency police services as an alternative to 9-1-1 ), Emergency Command Control Communication Division. He also was assigned to Information and Communication Services Bureau.

Once promoted to captain he was assigned as the Commanding Officer of Devonshire Operations Support Division, a key component of the New LAPD's Ideal Area. His duties included overseeing the Devonshire Detective, Vice and GANG functions. All of these functions exist to support the LAPD's primary service delivery component, the patrol officers. He assumed the same responsibility at Foothill Community Police Station. In December 2001, he was assigned to Internal Affairs Group where he headed the Administrative Investigation Division.

He is currently the Commanding Officer of Rampart Area where he oversees approximately 400 employees, and all Area, Patrol and Detective operations.

Captain Egan also has worked for the California Commission on Peace Officers Standards and Training (POST) Center for Leadership Development as a facilitator for the Supervisory leadership Institute.
