Director of Systems Troy L. Hart was appointed to LAPD in August 1964 and retired in February of 1985 after 20 years of service as a sworn member of the Department. During his tenure he worked virtually every division, spending time in patrol, traffic, narcotics, intelligence, the Police Commission, and various staff assignments. Upon retirement as a sworn member of the Department, he rejoined the Department as a Computer Systems Specialist assigned to the Department’s Information Resources Division (IRD) where he supported the development of mainframe computer systems and supervised the Network Support Section.
Late in 1985 he was made a project manager and promoted to Senior Systems Analyst. As a project manager he was responsible for the successful design, development, and implementation of the Department's first communications network, the Decentralized Arrest Booking Information System (DABIS) and the Police Arrest and Crime Management Information System (PACMIS).
In June 1988 he was again promoted and made Officer-in-Charge of the Network and Data Entry Sections of IRD. In September 1995 he was assigned to the Systems Development Task Force (SDTF) to manage the design, development and implementation of the Department’s client-server network.
In July 1998, after the successful implementation of the Department’s client-server network, he was promoted to Director of Systems and oversaw the merger of IRD with SDTF to form the Information Technology Division, where he commanded a staff of 72 employees. He is currently the Director of Systems of Emergency Command Control Communications System Division.
