Commander Scott Kroeber was born in Pasadena, California, in 1956. He studied Humanities at Los Angeles Mission College and received a Bachelor's Degree in Criminal Justice Policy and Management from the Union Institute.

Commander Kroeber was appointed to the Department in 1981. He was promoted to Sergeant in 1991, to Lieutenant in 1996, and Captain in 1998. As an Officer, his assignments included North Hollywood Patrol, Northeast Community Relations, Operations-South Bureau CRASH, Pacific Area Vice and Metropolitan Division. Commander Kroeber spent three years as a member of the Special Weapons and Tactics (SWAT) platoon primarily as an element scout. While assigned to SWAT he was wounded by gunfire during an operation in Southeast Area. As a Sergeant, his assignments included Rampart Patrol Division, Northeast Special Enforcement Group and Internal Affairs Division. During his tour at Internal Affairs, Commander Kroeber was an investigator with the Mark Fuhrman Task Force. As a Lieutenant, he served as a Watch Commander at West Los Angeles Patrol Division and as Adjutant to the Special Assistant, Office of the Chief of Police. During his assignment with the Special Assistant, Commander Kroeber assisted with the implementation of the Department's command accountability system.

Commander Kroeber commanded the West Los Angeles Operations Support Division where his responsibilities revolved around criminal investigation, and Uniformed Support Division (USD). At USD he had responsibility for Emergency Operations on a Department-wide basis. This included response to and investigations of weapons of mass destruction. During his tour of duty at USD he oversaw preparation of the Department's Operations Plan for Y2K, and served as Executive Officer of the Unified Command Staff during the 2000 Democratic National Convention. He was also a member of the Operational Area Terrorist Early Warning and Terrorist Working Groups. Prior to his current assignment, Commander Kroeber served briefly as Chief Investigator of Internal Affairs Group. Commander Kroeber was previously the Commanding Officer of the Civil Rights Integrity Division (CRID). In this capacity, he was the Department's Program Manager for its Civil Rights Consent Decree with the United States Department of Justice. Civil Rights Integrity Division oversees planning, coordination, tracking, monitoring and reporting relative to the Decree. Commander Kroeber also served as the Commanding Officer of Metropolitan Division and the Assistant Commanding Officer of Special Operations Bureau.

Commander Kroeber served in the United States Naval Reserve. He is a graduate of the Supervisory Leadership Institute and the LAPD West Point Leadership and Command Program. Due to his promotion to Captain, he declined an internship in the field of Risk Management at the Police Foundation in Washington, D.C.

Commander Kroeber attended the Senior Management Institute for Police (SMIP) in 2002. The Senior Management Institute for Police is an intensive Management Development course sponsored by the Police Executive Research Forum and taught primarily by faculty from the John F. Kennedy School of Government at Harvard University.
