Captain Kevin F. McCarthy is currently the Commanding Officer of Gang and Narcotics Division with the line command of 369 police officers, detectives, sergeants, lieutenants, a captain, and civilian employees. His command assignments have included Emergency Operations Division, Special Operations Support Division, Risk Management Division, Internal Affairs Division, and Rampart Division.

Captain McCarthy moved to Los Angeles, California in April 1980 and joined the Los Angeles Police Department.  As a police officer, Captain McCarthy worked Newton Patrol, Communications, Detective Services Division, and twice worked at both 77th Street Patrol and Narcotics Division. Promoting to sergeant in 1988, he worked such varied assignments as Southeast Patrol, Hollenbeck Patrol, Internal Affairs Division and the Office of the Chief of Police. In 1994, he promoted to lieutenant and worked Harbor Patrol as a Watch Commander and Operations West-Bureau and Operations Valley-Bureau both as an Adjutant to a Deputy Chief. Upon his promotion to captain, he was assigned to the Rampart Division. His subsequent commands have been Internal Affairs, Risk Management Division, Detective Support Division, Special Operations Support Division Emergency Operations Division. And his current Command of Gang and Narcotics Division.

Captain McCarthy has extensive training, having attended 134 Department, Federal, California, and County of Los Angeles sponsored schools and seminars.  Course curriculums include those from the United States Department of Homeland Security and the Emergency Management Institute.  Captain McCarthy’s professional affiliations include the Los Angeles Police Relief Association (Director and Past President), Los Angeles Police Department Command Officers Association, Los Angeles Police Woman Association (LAPOWA), the Los Angeles Police Historical Society, the International Association for Emergency Managers, and the International Association of Chiefs of Police.  His interests included youth leadership and travel.

Captain McCarthy was born in New York, New York and comes from a long line of law enforcement professionals. He is the eldest son of a retired New York City Police Officer. Captain McCarthy’s great grandfather worked as a Deputy Sheriff in the Bronx. He has two cousins who currently work for the New York Police Department and a sister-in-law who retired as a Deputy Inspector from the NYPD. Captain McCarthy’s wife left a nine-year career with Hughes Aircraft Company in 1988 to join the Los Angeles Police Department and is currently a Commander. The McCarthy’s have two daughters.
