email Assistant Chief Earl Paysinger presently serves as the Director, Office of Operations for the Los Angeles Police Department.  He oversees the daily activities of over 7,000 sworn members of the Department who are assigned to patrol, detective, traffic and specialized enforcement functions.  Assistant Chief Paysinger was appointed to this current post in 2006 from his previous assignment as the executive officer in charge of Operations – South Bureau.  Assistant Chief Paysinger has served in his current assignment for both Chief Bratton and Chief Beck.  He has also been the leader of Department Operations during a period of unprecedented success in reducing crime, while at the same time creating enduring partnerships with the diverse communities throughout the City of Los Angeles.

In addition to his crime prevention campaign, Assistant Chief Paysinger has established as one of his “signature” goals for the Office of Operations the philosophy of advancing community enhancement and youth development.  His uncompromising advocacy of guiding community youth towards more prosperous lives is the most significant of his crusades.  He is the author of the Department’s “Youth First” campaign, which provides mentorship, resources and opportunities to the over 10,000 youth who are currently enrolled in Department sponsored programs.

Among his many other accomplishments during his term, he was also responsible for dramatically enhancing the twenty-one Area Community Relations offices, thus providing LAPD leadership teams with a superior means to network with and positively engage the community.  Further, he pioneered the successful "Project Elementoring" initiative that provided newly appointed police officers the opportunity to adopt a local elementary school so that they could counsel, coach and encourage young students in an informal and compassionate way.

Assistant Chief Paysinger was awarded a Bachelor of Science degree in Criminal Justice from California State University, Long Beach where he has also completed the bulk of his graduate studies.  He is currently a special law enforcement consultant for the Josephson Institute of Ethics and has been an active member of a number of civic and professional organizations that include the Police Executive Research Forum, Oscar Joel Bryant Association, Command Officer’s Association, Board of Directors, Goodwill Industries of Southern California, Los Angeles Urban League and Board of Directors, Los Angeles Police Historical Society.

He has been the recipient of numerous service and leadership awards during his thirty-five years with the Department.
