Silverlake: Los Angeles Police Department’s Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in a Silverlake neighborhood on Monday afternoon.

On March 6, 2017, around 3:28 p.m., Rampart Area Patrol officers responded to a radio call of a “415 Woman with a Gun”, in the 1300 block of Edgecliffe Drive in the Silverlake area of Los Angeles. In the comments of the call it described the suspect as a female, who was intoxicated, armed with a gun and refusing to exit the residence. The suspect was later identified as 45 year old Shellie Cooke of Los Angeles.

When the officers arrived on scene they contained the home and made various attempts to make contact with Cooke, via the police vehicle public address system and telephone but were unsuccessful. Special Weapons and Tactics (SWAT) and Crisis Negotiation Team (CNT) personnel were requested and responded to the location for a barricaded suspect. As SWAT and CNT personnel were arriving on scene, Cooke exited the home, armed with a rifle and pointed it at the patrol officers. The officers used a less lethal Bean Bag Device in an attempt to take her into custody but ultimately the incident resulted in an OIS.

Cooke sustained a gunshot wound and fell to the ground with the rifle; at which time she was taken into custody without further incident. Los Angeles Fire Department paramedics responded and transported her to a local hospital, where she underwent surgery for her injury and was subsequently listed in critical condition.

A .22 caliber rifle was recovered near Cooke and no officers or bystanders were injured. Cooke was eventually booked and charged for brandishing, 417 ( C ) of the California Penal Code.

LAPD’s specialized Force Investigation Division (FID) responded to the scene and began interviewing witnesses and collecting forensic evidence. FID will also review and collect all available body worn and digital in car video. The Office of the Inspector General and the Los Angeles County District Attorney’s Office had a representative at the scene. The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners to determine whether the use of deadly force complied with LAPD’s policies and procedures. The Los Angeles District Attorney’s Office will also review the evidence collected during the investigation to determine whether any criminal laws were violated.
