Captain’s Report
Newton Area’s 2011 March crime continues to drop from last year’s crime numbers and from February 2011’s numbers. Total Part One Crime continues to spiral on a downward trend, down 18.4% (ending March 26, 2011). Again the greatest reduction was in our overall Violent Crime which was down by 26.7 %. Shots Fired continue to also go down in the Area, which was down by 46.6%.

Noteworthy Community Event for this Month: All Peoples Community Center Annual Community Health, Resource and Book Fair was held on March 26, 2011 at 822 E. 20th Street. Nearly 1,000 community members and volunteers attended this event to receive FREE Vision Exams, Dental Screenings, Mammograms, Blood Pressure Checks, and Cholesterol Testing. Not to mention Immunizations for Children and Adults. Fifty-two local agencies provided valuable resources to community residents and $4,000 worth of books and school supplies were sold. Newton Senior Lead Officers joined in the festivities and barbecued free hamburgers for attendees. Thanks to all those organizations that supported and participated in this extremely valuable community event. I want to personally thank Councilwoman Jan Perry’s Office, LAPD, Local Initiatives Support Corporation (LISC) – Sustainable Communities, Peoples Coordinated Services, First Five, City of Los Angeles Community Redevelopment Agency (CRA), US Tow Inc, Coalition for Responsible Community Development (CRCD) and Jarritos for making this event so successful. Over 27 local businesses participated with both cash and in-kind donations. A special thanks to the Office of Assembly Speaker Jon A. Perez for his staffs’ participation and the Executive Director of All People’s Community Center, Saundra Bryant, and her staff who worked wonders organizing this event.

Crime Update
During the month of March 2011, vehicle thefts and vehicles being broken into were the two major crime problems. These crimes have occurred primarily during the daytime hours (6am to 4pm) in the area of Olympic Boulevard to 15th Street and Central Avenue to Alameda.
We ask that you secure your vehicle and leave no valuables in plain sight. If your vehicle is
stolen, do not wait several days to have a police report taken. Immediately report your vehicle stolen. This will give officers a greater opportunity to recover your vehicle.
Traffic Problems
Alameda and Washington Boulevard
Santa Fe and Olympic Boulevard
Both intersections continue to have a high rate of traffic collisions. The primary causes are speeding and left turns against oncoming traffic. We ask that you slow down and make sure you have sufficient clearance when making that left turn.
Reserve Police Officer Program
The Los Angeles Police Reserve Corps is comprised of community members who volunteer their time to fulfill many of the roles handled by full-time sworn police officers. Reserve Officers receive the same training as full-time police officers. We invite you to consider a second career with one of the nation’s finest law enforcement agencies. Quality of Life Issues
Are you having a problem with dirty alleys, trash, debris on the street, and dirty vacant lots in your neighborhood? The Bureau of Street Maintenance will respond to your request if you call 213-485-5661. A clean neighborhood will keep away many of the nuisances that often lead to other crimes if not addressed immediately. If you do not receive a timely response, please call me at 323-572-3462 and I will submit your request at the Council office.
Volunteer Program
Newton Area currently has openings for interested business people who may wish to help in an array of tasks here at the police station. Some of the identified duties include helping Area detectives, assisting with Area youth programs and promoting community unity to support the local police. The boundaries for Basic Car 13A13 are from Adams Boulevard to the south, Central Avenue to the east, 110 Freeway to the west, and to the north is Washington Boulevard, up Maple Avenue to 9th Street.
My area is a mostly commercial district with some residential areas. We have seven different schools and share a portion of the Fashion District with Central Area. We are also home to the largest furniture & décor district on the West Coast.
Area Crime Problems
Illegal Vending will remain one of the area’s primary concerns. Officers will continue to enforce 42.00(b) LAMC, Illegal Street Sales and conduct Illegal Vendor Task Forces, as necessary.
Thefts and Robberies within the Fashion District remain a concern. The area of the Fashion District is a target-rich environment and should be monitored on a daily basis. Officers will be providing high visibility patrols and working crime suppression details.
Gang Activity
Primera Flats is the most active gang in this Basic Car area. Newton Gang Officers continue to do a great job of monitoring the activity throughout the Trinity Park Area.
Quality of Life
Transient activity continues throughout the area, especially under freeway overpasses. Newton SLOs will continue to provide shelter information to the homeless. Officers continue with clean up of alleys and abandoned camps. If you have any problem locations in your area, please contact the Newton Community Relations Office for clean up.
Traffic Problems
Please watch your speed and keep an eye out for pedestrian and children walking to school during your daily travels.

Crime Trends
There are no specific crime patterns to report. This month I have been focusing on the graffiti in the area of north of Vernon Avenue and south of 41st Street. I have been going through every day and having the graffiti painted out. After the first two days, it appeared the graffiti was staying off the walls. I am still working on the transient and narcotic activity behind 1246 East 42nd Place. We have cleaned all the alleys surrounding the above area and have asked for extra patrol to keep the transients from returning.
Schools
Jefferson High School is having their Annual Family Festival on Saturday May 21, 2011. This is an event which showcases all of the local schools in the area.
Recreation and Parks
There are no special activities scheduled in Ross Snyder or Central Recreation Center for the month of March.

Crime Trends
The area of 42nd Street and Broadway has recently become a problem area due to narcotics activity and drinking in public. I am currently working with the Narcotics Enforcement Detail in Newton Area in an effort to rid the area of drug sellers and users. This area is also becoming a social area for the local drunks to loiter. Please notify me if you see any specific activity whether it relates to narcotics or drinking in public. I know many members of the community use this mall and I am working to make it a safer and cleaner area to visit.
The area in front of the West Vernon Elementary School has become a traffic problem that needs to be addressed. Students’ parents, who are dropping off and later picking up their children, are causing traffic problems at the location. Please be aware that Newton officers will be working with Central Traffic Division to combat this issue. One of the main problems is that parents are dropping off students in the street, causing students to dodge between vehicles to reach the front gate of the school. Officers will be issuing citations at the school for these violations. The school has also sent flyers to parents advising of them of the problem. Newton Area would also like to address the problem of illegal vendors at/across from the school. Please advise your children not to purchase anything from the vendors.
I would also like to address the rising crime trend related to schoolchildren. In the past few months there has been an increase in the number of crimes committed upon our school age children. The targets of the criminals have been cell phones, iPods, play station games and jewelry. Please advise your children to walk in groups and to be aware of their surroundings
at all times.

Gang Activity
Play Boys and 5-Trey, these gangs are very active and involved in all major crimes that include narcotics, Murder and all types of intimidations against the community. Remember if you have any type of information you can remain anonymous.

Quality of Life
Transients remain in large numbers throughout the whole Newton Area. T he senior lead officers are always providing alternative resources for the homeless community regarding shelters and services. We continue to work with all other city entities to clean up the alleys and streets. If you know of any kind of quality issue, please contact your City Council Office (Councilwoman Jan Perry).
Traffic Problems
Any of the major streets that run north/south seem to be our biggest problem during the early morning and late afternoon hours; to and from work. Please use caution and look out for the children going to and leaving school. Remember that there are Traffic Officers enforcing all traffic laws.

Community Safety
Illegal vendors in the area of the Alameda Swap Meet are blocking the sidewalk and selling food items that do not meet Los Angeles County Health Department Standards. By purchasing food from these vendors, you are putting yourself and your children at risk. These same vendors are located near the schools that your children attend. Please exercise your voice to your school administrator; expressing concern for your children’s safety and the impact these vendors have on the flow of traffic in your area.
I am making a concentrated effort to remove these vendors from the Alameda Swap Meet and your local schools. Also, please forward your concerns to the Ninth Council Office. In addition to the illegal vendors, the criminal element is out there searching for victims with large amounts of cash in their possession. Don’t do business with illegal vendors and be on the lookout for potential robbers.
As with the above information, the illegal vendors seem to have also moved to the Central Avenue corridor between Vernon Avenue and 55th Street. Please continue to remain vigilant of the illegal vendors and don’t hesitate to utilize city resources if necessary.
Crime Trends
We are currently seeing a high level of graffiti at Fred Roberts Park from the 38th Street gang. Their blatant display of vandalism is jeopardizing the safety of every community member. It is crucial that you report any type of gang activity, including any signs of graffiti and/or vandalism. We must rid our streets of these urban terrorists and ensure your safety and peace of mind.
38th Street gang members frequently gather at Fred Roberts Park, located at 48th Street and Honduras Avenue. Please do not contact these gang members as they are violent and have no sense of value for life. Please call the police, who will remove them from the park. The police will not contact the person calling.
There has been a greater increase in “BMS” tagging in the area of 52nd and Latham Street. The majority of the vandalism is committed by neighborhood young people who do not claim membership in the gang. Parents are reminded to monitor their children.
Abandoned Vehicles
Sleeping inside abandoned vehicles is illegal and a safety concern for community members. Please report any abandoned vehicles in your neighborhood and anyone sleeping in a vehicle to your Senior Lead Officer.
Citizens are encouraged to telephone police and report any abandoned vehicles, or vehicles that appear to be stolen. The vehicle will be impounded without contacting the person reporting the vehicle.

Please remember to consider using City of Los Angeles Resources when necessary. For example, if there is a dead animal in the street, don’t hesitate to notify Dead Animal Pick Up at (800)773-2489. If there are city lights out, please call Street Lighting at 800-303-5267, etc. Utilizing appropriate city resources can help cut down on non-emergency calls being handled through our 9-1-1 lines. The Pueblo Del Rio Housing Projects consist of numerous Government housing units, Holmes Ave Elementary school, day care facilities and a Park and Recreation center. The Alameda Swap Meet is an indoor facility which contains numerous vendors.
Area Crime Problems
The Alameda Swap Meet corridor continues to be one of the area’s top crime problem locations. Gang crime in the Basic Car area for 13A75 has been reduced, but heavy 38th Street vandalism is still an ongoing problem. The area of Vernon Avenue, between Staunton Avenue and 46th Street, is an active area for narcotic sales and usage, drinking in public, transient activity, illegal vending, sales of forged official seals (false government identification cards), illegal DVD sales, and gang activity. This area is now being monitored on an around the clock basis by Senior Lead Officers, Gang Officers, Vice Officers and Patrol Officers, along with outside entities such as LA City Code Enforcement and LA CO Health Dept. The Pueblo Del Rio Housing Projects continue to be a hot bed for gang activity and narcotic sales. The Newton Area Community Law Enforcement and Recovery (CLEAR) GANG UNIT will keep up enforcement in the hot spots.
Gang Activity
The 38th Street criminal street gang remains one of the most active Hispanic gangs in the area and have a constant feud with surrounding Hispanic and Black gangs (52 Pueblo Bishop Bloods, AFC “All for Crime”, Florencia 13 and BMS “Barrio Mojados”). The 52 Pueblo Bishop Bloods and OBZ “Oriental Boyz,” Black and Cambodian gangs, are responsible for much of the area’s narcotics sales in and around the Pueblo Del Rio Housing Projects. LAPD, Newton Area, has the most active, enforceable gang injunction in the City of Los Angeles. Please call and report all gang activity in your area. Remember, you can remain anonymous.

For Your Children
Teach your children to stay in touch. Make it a house rule for your children to check in with a parent or guardian immediately when they get home from school or other activities.

My area is half commercial district and half residential areas. The area has one elementary school and one middle school.
Area Crime & Crime Prevention
Don’t be a victim! Please be alert and follow these few simple crime prevention tips:
Don’t leave any items that you would consider valuable in plain sight when leaving your vehicle unattended. Even empty boxes can appear to contain something of value.
Park in well-lit and well-populated areas.
The obvious; always lock your doors, even if just for a few minutes.
If able, conduct periodic checks of your vehicle. Suspects check the minutes on parking meters and know when you are returning. Surprise them with periodic checks.
Park in secured parking lots, not the street.
Talk with the security in the yellow shirts, on bikes; they are your friends and there to help you.
Transients continue to loiter around liquor stores and alleys. It is common knowledge that this type of activity brings narcotics use/sales, along with prostitution. The quality of life in these areas continues to deteriorate. Newton Officers are being trained in dealing with the many homeless issues.
Gang Activity
Florencia (F-13) and East Coast Crips (ECC), 59, 62, 66, 68, 69, seem to be Newton Area’s most active gangs south of Slauson Avenue. Newton Gang Impact Team (GIT) is doing a great job of dealing with the violent crime that brings fear into the community. GIT Officers understand the community concerns and do a great job of handling all the feuds and alliances which come from neighboring rival gangs. It’s this expertise that is keeping violent crime down in the area. Newton will continue its aggressive enforcement.
Quality of Life
Transients are always the main concern to Newton Businesses and Residents. Senior Lead Officers continue to work with Street Services on many area (alley) clean ups. If you are aware of any locations that you would like to see addressed please contact me by phone or email.
Traffic Problems
While picking up or dropping off your child at school, don’t double park, follow the rules of the road. Use caution when dropping off and picking up your child at school. Do not use your Cell Phone or Text while operating a motor vehicle. According to AAA (Automobile Club), you have a 30% chance of having a traffic collision, Newton Officers will be watching and violators will be CITED! Buckle up and use caution!
