was born in Montego Bay, Jamaica, and attended the Montego Bay High
School. In 1974, he was recruited to join the Jamaica Police
Department, and he served that Department for approximately 10
years in the capitol city, Kingston, where he worked various
assignments, including a two-year tour of duty in the Jamaica
Supreme Court, and approximately five years as an Immigration
Officer. He retired from the Jamaica Police Department and
migrated to the United States in September 1983.

After migrating to the United States, Captain Whittingham resumed
his career in law enforcement by joining the University of Southern
California (USC) Public Safety (Campus Police) Department in 1985.
He resigned from the USC Public Safety Department at the rank of
Sergeant to join the Los Angeles Police Department (LAPD) on May 2,
1988. After graduating from the LAPD Academy, Captain Whittingham
continued his formal education at The University of La Verne,
California, where he graduated Cum Laude, with a Bachelor of
Science Degree in Public Administration. Captain Whittingham, who
is known as a practitioner of Situational Leadership, has attended
various management and leadership training seminars, and is a
certified instructor in the Blue Courage "Inclusive Leadership"
training course. He is also known for his expertise in developing
and implementing anti-gang strategies, and has presented on the
subject of effective gang-reduction strategies at
conferences/symposiums in Jamaica and Trinidad. Captain Whittingham
is a graduate of the LAPD West Point Leadership Program, and the
Federal Bureau of Investigation (FBI) National Academy (Session
228).

As an LAPD officer, Captain Whittingham's first field assignment
was Wilshire Area, and was promoted to the rank of sergeant in
October 1991, three years after completing his academy training. He
was promoted to the rank of detective in March 1994, and to the
rank of Sergeant II (Senior Sergeant) in October 1995. As a
Sergeant II, he was assigned to Internal Affairs Group, where he
worked in the coveted assignment of an Internal Affairs
Investigator and Assistant Advocate. He was promoted to the rank of
lieutenant in March 1999, and in in July 2003, he was upgraded to
Lieutenant II and assigned to Southwest Area as the Officer in
Charge of the Southwest Area Gang Impact Team (in this capacity. He
supervised gang enforcement officers, gang detectives, and
narcotics enforcement officers). He remained in that position for
just over five years until September 2008, when he was reassigned
as the Assistant Commanding Officer, Los Angeles Airport Field
Services Division. He was promoted to the rank of captain on May
10, 2009, and as a captain, served as the Patrol Commanding Officer
in Hollywood and North Hollywood Divisions. He was upgraded to his
current rank of Captain II, and assigned as the Commanding Officer,
Criminal Gang Homicide Division, in June 2014.

Captain Whittingham is active in a number of law enforcement
service organizations, including PERF, NOBLE (Think Tank member for
the National President), IACP (member of the Transnational Crime
Committee), ABLE, OJB, Jamaica Ex-Police Officers Association, and
the Jamaica Diaspora Crime Intervention and Prevention Task Force
(senior team/project leader for law enforcement-related
matters).

Captain Whittingham currently resides in the Los Angeles area with
his wife, Belinda, and two younger daughters, Sophia and
Victoria.
