Gang and Narcotics Division
Carmona Captain Stephen Carmona assumed command of Gang and
Narcotics Division on December 25, 2016. He is a 35-year veteran
of the Los Angeles Police Department, having graduated from the Los
Angeles Police Academy in 1982. Throughout his career, Captain
Carmona has worked a number of divisions, to include Foothill,
Communications, Rampart, Van Nuys, Pacific, Hollywood Patrol and
Hollywood Vice. While at Foothill Division, Captain Carmona worked
as a patrol sergeant, as the Officer in Charge (OIC) of the
Foothill Gang Enforcement Detail (GED) and the Foothill CLEAR unit.
He also worked as a Pacific Division beach supervisor and as the
OIC of the Pacific Special Problems Unit (SPU).
Captain Carmona played a key role in the openings of two of the
Department's newest Community Police Stations. In 2005, he served
on the transition team for the newly constructed Mission Area
Station and later worked there as an Assistant Watch Commander.
While at Mission, he promoted to Lieutenant and was put in charge
of the Office of Operations Crime Reduction and Enforcement of
Warrants or "CREW" Task Force. The CREW task force consisted of
approximately one hundred police officers and sergeants deployed
daily in the highest crime areas of the City. Later, in 2009,
Captain Carmona was assigned to the Topanga Area transition team,
where he worked on opening the Department's twenty-first Community
Police Station. When Topanga Community Police Station became
operational, he served as the OIC of the Topanga Gang Impact Team
(GIT) and later as the Commanding Officer of Topanga Detective
Division. In December of 2009, he was assigned as the adjutant to
Operations-Valley Bureau under Deputy Chief Kirk J. Albanese.
Captain Carmona has previously served as the commanding officer at
Foothill Patrol and Van Nuys Patrol Divisions, and most recently as
the Commanding Officer of North Hollywood Division.
Captain Carmona earned a Bachelor of Science degree in Criminal
Justice Management and graduated from the Los Angeles Police
Department's West Point Leadership Program. He graduated from the
Sherman Block Supervisory Leadership Institute and recently
completed the Enhanced Emergency Management Unified Command Course,
Texas Engineering Extension Course.
Captain Carmona feels honored to lead the men and women assigned to
Gang and Narcotics Division, which is one component of the LAPD
Gang Initiatives designed to combat the gang and drug problem in
the City of Los Angeles. He is also staunch supporter of Community
Policing and believes it is essential that the Los Angeles Police
Department and community work closely together to achieve the goal
of reducing crime and the fear of crime.
Captain Carmona was born and raised in the San Fernando Valley, and
enjoys sports and the outdoors. His hobbies include playing
