Captain Lance Carlton Smith is a native of Los Angeles and graduate of Alain Leroy Locke High School, located in the Southeast area of Los Angeles. He attended Washington State University, where he was awarded a Bachelor of Arts degree in Political Science. Upon graduation from college he worked for the Los Angles Superior Courts and the Internal Revenue Service, before joining the Los Angles Police Department in 1983.
During Captain Smith's 24-year tenure he has worked 13 assignments within the Department. Between 1984 and 1987, he was assigned to Newton Division where he worked patrol, the footbeat, and the gang detail. In 1987, he was assigned to Office of Operations, where he worked on the Detective Work Load Survey, a study conducted to determine the most efficient deployment formula for detectives throughout the Department. During the latter part of the 1987, he was assigned to DARE, and in 1990, he accepted an assignment in Hollywood Detectives as a Detective Trainee.
During the summer of 1993, Captain Smith was promoted to Sergeant in Southeast Division, and eventually worked North Hollywood and Hollenbeck Areas in the same capacity through 1997. During the fall of 1997, he was promoted to Sergeant II in Internal Affairs Group and in 1999, was selected for assignment in the Rampart Area Task Force. In the spring of 2001, he was promoted to Lieutenant I, and was assigned to Hollywood Division. In 2002, he was promoted to Lieutenant II, and was assigned to Professional Standards Bureau. During the fall of 2005, he was assigned to Volunteer Services Section, and eventually assigned to Medical Liaison Section, Personnel Division, through 2007.
Throughout Captain Smith's career he has been commended for his professionalism, loyalty, commitment to duty, investigative skills, and his work ethic. Caption Smith is also a graduate of the West Point Leadership Program, the 41st Management College at the Institute for Law Enforcement Administration in Plano, Texas, where he earned valedictorian honors. He is a former student of the Martin Gang Institute that focuses on inter-group relations. He also attended the Los Angles Police Department's Command Officers program and the Post management course. Moreover, he is a Department of Homeland Security certified instructor for the Incident Command System.
Captain Smith is a committed family man and volunteer in his community. In 2002, he received a Champion of Freedom Medal from the Brutocao Family for outstanding service to the community, after serving two years as the president of Bishop Amat Memorial High School Booster.
