To alert the public about a recent kidnap attempt that occurred in Pacific Area on November 2, 2013 at 10:30 p.m. at Lincoln Boulevard and Milwood Avenue. On this day the suspect approached the victim, a 13-year old female and asked her if she needed a ride as she was walking away.  The suspect approached the victim from behind and grabbed her arm.  The victim kicked the suspect and he released his grip.  The victim ran away on foot and observed the suspect driving away in his vehicle.

The suspect was described as a male white, 5 feet 10 inches tall, around 150 pounds, 35-40 years with a receding hairline. His vehicle was described as a white 4-door sedan.

A composite artist completed a sketch that closely resembles a suspect wanted by the Torrance Police Department. On October 16, 2013, Torrance Police Department released a bulletin for a Child Annoying suspect.  The vehicle description of the Torrance suspect is  similar to the suspect vehicle description used in the Pacific incident.
