Captains Message
Parents have many responsibilities when it comes to their children: custody, control, obedience and cooperation. The most important responsibility is to support them. Parents are legally obligated to provide their children with the necessities of life.
The necessities of life are not limited to food, clothing and shelter, but also include medical care. In addition, parents are expected to support their children according to their ability and situation in life. This responsibility falls on both parents equally and applies to children's adoptive parents as well. The failure to provide adequate food, clothing, shelter or parental care and supervision may lead to criminal prosecution for neglect (PC 270).
If a county is required to support a child, it can seek reimbursement from parents who are capable, but have refused to provide such support. Parents are required to reimburse the county for support costs incurred during the detention of a child under a juvenile court order. Parents are also required to reimburse the county for legal services provided to minors in juvenile court proceedings. The duty to provide support to children lasts until the child reaches the age of majority, 18 or 19 if the child is still enrolled in high school full-time.
The fact that a child's parents are not married or divorced does not affect the parents' responsibility to support their child. If the parents cannot agree upon how much each should contribute toward support of their child, the courts may be called upon to decide.
Having children is a life changing decision that should not be taken lightly. People should be prepared to accept the challenge of being parents before deciding to have children.

During this rating period Rape has become a problem in the Venice Beach Marina Del Rey Peninsula areas. Rape is a sexual act committed against a person's will. Near the intersection of Venice & Bagley St. an unknown suspect attacked a young lady walking through the alley. If you are attacked go with your instincts. You may decide to run, scream, kick, hit or bite, and cooperate. Remember your ultimate goal is survival. Never feel guilty about anything you did or did not do. Rape is never ever the victims fault. Join your local Business or Neighborhood Watch Group it is still the best tool we have to combat crime.

Be alert and observant wherever you are and learn to recognize signs of criminal behavior. Report all crime to your local police department even if it is only an attempt. Crime cannot be controlled or prevented if it is not reported. By reporting crimes and suspicious activities you can protect yourself and others.

During this rating period Burglary/Theft from Motor Vehicle (BFMV) has continued to be a problem in our area. Dusk to mid-evening is still peak hours for BFMV suspects. We are not doing a good job at securing our vehicles when they are unattended. STOP leaving items of value in plain sight inside your vehicle; it only attracts unwanted attention to your vehicle. Place all valuables in the truck of your vehicle for extra protection. Secure windows and vents tightly whenever you park. Attempt to park in well-lit areas, BFMV suspects detest light for fear of being seen committing their crimes. Do not use your glove box as a safe to store valuables; it is the first place BFMV suspects look. If you observe any suspicious activity or see a crime in progress call the police right away.

Choose well-lighted parking areas. Look around for loiters before you exit your vehicle. Keep valuables and packages locked in the trunk. Always turn off your ignition, remove the key, and lock your vehicle doors, no matter how soon you plan on returning.

During this rating period Robbery (Street) has become a problem in Basic Car 14A25 area. This period we had two "business robberies" occur in our area. Robbery is often a violent crime against people using either force or fear to complete the act. Property is taken directly from a person or in the person presence (for example, robbing a store while holding a gun on the clerk). If you are being robbed cooperate, do not resist, stay calm and do what you are asked. Your money, jewelry, etc., can be replaced your life cannot. Report all robberies to the police without delay. Give as many details as you can about the suspect. Robbery can occur anywhere, on the street, at work, near your home, in stores etc. Be cognizant and smart stay alert and develop your street smarts. If you observe any suspicious activity be a good neighborhood and call the police right away. Join your local Neighborhood Watch Group it is still the best tool we have against crime.

Vehicle trouble safety tips:
If possible steer to a busy, well-lit area. Set the emergency brake and turn on emergency flasher. Never leave with a person to seek help. Ask the person to help by calling the LAPD or a towing service for you. Do not roll down the window, even slightly, communicate with the person through a closed window.

During this rating period Homicide has become a problem in the Westside Village area. Near the intersection of Queensland & Glendon victim was sitting in his vehicle when suspects pulled up next to him and opened fire from an unknown caliber weapon. Victim was hit several times during the gun fire. Suspects drove away out of sight. Victim expired due to his injuries. It has not been determined weather this is a gang related homicide incident. Anyone with information regarding this crime contact Pacific Homicide Detectives at (310) 482-6369. Contact the Los Angeles Police Department at (877) ASK-LAPD, to report any suspicious activity or 911 to report any crime in progress.

Avoid walking alone. Walk on busy streets where there is high pedestrian traffic. Avoid shortcuts; do not walk down dark alleys or pathways. Walk near the curb and do not pass too close to shrubbery, dark doorways and other places a suspect can hide behind.

During this rating period Rape (Date) has continued to be a problem in our area. During this period we had another date rape (acquaintance rape). The majority of rapes are committed by someone the victims know. This may be a date, co-worker, boss, family member, ex-partner or neighbor. Try to learn about your date's attitude early in the evening. End or close the date if you feel you are being intimidated or demeaned in anyway. Avoid alcohol and other drugs. They make it harder for you to stay in control of the situation. Every rape is different; often it is hard for some victims to decide if they were "really" raped. If you are confused or frightened by something that happened, talk to trusted friend or confide in a rape crisis counselor. Join your local Neighborhood Watch it is still one of the best tools we have to combat crime. Report any suspicious activity to the police as soon as possible.

Give a duplicate key to a relative, trusted friend or neighbor in case of an emergency or you lock yourself out of the home. Do not hide spare keys in mailboxes, in plants, under doormats, other places criminals may look to find spare keys.

Stop walking alone as much as possible, there is safety in numbers. Travel light; leave extra cash, expensive jewelry and other valuables at home. Avoid carrying large shoulder bags and attempt to walk on well-lit streets. Try to walk in the middle of the sidewalk especially at night. It can help deter robbers from hiding in storefronts, doorways, alleys and between or under parked cars. Join your local Neighborhood Watch Program it is still the best tool we have to combat crime.

Do not give your telephone number to wrong telephone number callers. Ask the caller, "What number are you calling". Never tell or reveal to a stranger your address or that you home alone.

During this rating period Aggravated Assaults has become a major problem in our area. This period we reduced crime in several categories but increased in aggravated assaults. The majority of aggravated incidents that took place this period the victim knew the suspect. No one agrees all the time and anger is a normal feeling but what we do when we get anger is what matters. When you are angry wait before you act, take several deep breaths, never act or speak out of emotion alone. Ask yourself why you are angry; be sure you are upset for a good reason. Talk to someone you trust about the problem, take a walk or go for a run, do what you need to do to calm down and not lose control. Remember, violence never solves anything. Give peace a chance. Join your local Neighborhood Watch Group or start one it is still the best we have against crime.

Light the outside of your home to discourage prowling or loitering. Use outside floodlights for all entryways, pathways, stairwells and parking areas. Place outside lights on timing devices, motion sensors or a light sensitive switch so lights will automatically turn on during darkness.
