email Captain James L. Setzer was born and raised in Asheville, North
Carolina. In 1981, he accepted an appointment to the United States
Air Force Academy, Colorado Springs, Colorado. In 1985, he earned
his Bachelor of Science Degree with military honors. Following
graduation, he chose to pursue a career in law enforcement. His Air
Force active duty assignments included: Security Police Shift
Commander, Protective Security Detail Chief, Emergency Services
Team Leader, Air Base Ground Defense Flight Leader, Peacekeeper
Challenge Team Captain '87 & '88, Installation Law Enforcement
Officer-in-Charge, and Security Police Squadron Operations Officer.
Notable duty stations included: Andrews AFB/Maryland, Howard
AFB/Republic of Panama, and Norton AFB/California.

In 1990, Captain Setzer published an article in the July edition of
the FBI Law Enforcement Bulletin entitled "Police Practices: Bomb
Dog Teams." This article detailed the capabilities and availability
of military working dog explosives detector teams to support
civilian law enforcement agencies.

Following the completion of his active duty service commitment in
1990, he graduated from the Alaska Department of Public Safety
Training Academy, Sitka, Alaska. As an Alaskan peace officer, he
served the community of Soldotna, Alaska, and surrounding
unincorporated rural communities on the Kenai Peninsula. While
there, he earned certifications as Alaska Police Standards Council
Basic Peace Officer, Field Training Officer, Traffic Radar
operator, and Commercial Vehicle Enforcement.

In 1994, he joined the Los Angeles Police Department.

Since joining the Department, Captain Setzer has worked patrol
assignments in all four geographic bureaus. He has worked
specialized field assignments in narcotics, traffic, and gangs. His
administrative assignments have included project management for the
Office of the Chief of Police, Consent Decree Task Force,
Categorical Use of Force Review, and Area Training Coordinator. His
prior instructor certifications included Drug Recognition Expert
Instructor, In-Service Arrest and Control Instructor, and Officer
Safety/Field Tactics Instructor.

In 2001, he completed his Master of Arts Degree in Organizational
Management at Azusa Pacific University, Azusa, California.

Captain Setzer promoted to Lieutenant in 2008 and served as a
patrol watch commander. Following this assignment, he was chosen as
the officer-in-charge of several specialized units which included
the OVB Violent Crime Task Force, Joint OVB/OWB "Knock-Knock" Task
Force, Topanga Gang Impact Team, and West Valley Detective Division
Commanding Officer. Prior to his promotion to captain in 2016, he
served as the Officer-in-Charge of the Cold Case Homicide Section
of The Robbery-Homicide Division.

Captain Setzer is a life member of the United States Air Force
Academy Association of Graduates (USAFA AOG) and the Veterans of
Foreign Wars (VFW). He maintains annual memberships in the American
Legion and the California Homicide Investigators Association
(CHIA). Additionally, he is an active contributor to the veterans'
support services groups of the Disabled American Veterans (DAV)
Association, Paralyzed Veterans of America (PVA) Association, and
Save the Montagnard People (STMP) Association. Captain Setzer's
prior commands have included West Valley Detective Division,
Mission Patrol, and Van Nuys Patrol.

In October 2017, Captain Setzer was selected as the Pacific Area,
Commanding Officer.
