Captain Pratt was born
and raised in Youngstown, Ohio until 1981 when he moved to
Captain Pratt joined the United States Marine Corps in 1982 and
served four years of active duty in both California and
Captain Pratt joined the Los Angeles Police Department in 1988
and served as a police officer in Central, Southeast, and Rampart
Areas as a patrol officer, Special Problems Unit officer, and
Gang Enforcement Detail officer.
In 1994, Captain Pratt was promoted to Sergeant and returned to
Southeast Area where he supervised the Footbeat Patrols in the
housing communities. In
1996, Pratt transferred to Southwest Area where he supervised
patrol officers before being selected to lead the Southwest Gang
Enforcement Detail. In
1998, Pratt was promoted to Sergeant II at Internal Affairs
Division and assigned to South Section
after arriving at Internal Affairs Division, Pratt was selected
to be an investigator in the Special Operations Section of
Internal Affairs Division.
In 2001, Captain Pratt was promoted to Lieutenant I and returned
again to Southeast Area as a Watch Commander.

closely with both the business and residential communities to
strengthen the police-community relationship.
"mso-spacerun:yes"> In 2003, Pratt was promoted to
Lieutenant II and selected as one of the Department's first Gang
Impact Team leaders. Pratt
was assigned to the West Los Angeles Area where he developed
strong relationships with the residential, business and elected
leaders. This collaboration proved to be a powerful force in
reducing actual gang crime and the communities' perception of
crime. In 2005, Captain
Pratt was selected to be the Commanding Officer of Rampart Area
Detectives, where he continued his efforts in violent crime
reduction and improving the police-community relationship.
During 2006, Captain Pratt
was selected to be the Adjutant to the Commanding Officer of
Consent Decree Bureau. In
this assignment Pratt worked closely with Department Leadership,
and the Federal Monitor to ensure the Department met the
requirements of the Federal Consent Decree.
"mso-spacerun:yes"> In 2008, Captain Pratt was selected
as the Officer-in-Charge of the Categorical Use of Force Section
at Use of Force Review Division.
In this assignment, he worked closely with Department
Leadership and the Police Commission in the adjudication of
categorical use of force incidents.
In April of 2011, Captain Pratt was promoted to Captain and
appointed as the Commanding Officer of Northeast Patrol Division.
Captain Pratt then transferred to Van Nuys Area as the Patrol
Division Commanding Officer in September 2012 for a short period
and was then selected as the Commanding Officer of Valley Traffic
Division. Captain Pratt
was then selected as the Commanding Officer of Rampart Area in
June of 2013 and served there until March 2016 when he was
selected to be the Commanding Officer of the Devonshire
Captain Pratt holds a Bachelor of Arts Degree in Criminal Justice
Administration from the Union Institute and
Captain Pratt has graduated from the University of Louisville,
Southern Police Institute, Session 114, and the Federal Bureau of
Investigations National Academy, Session 230.
Captain Pratt has been married for nine years and enjoys spending
his spare time with his family, golfing, and a variety of fitness
