CRIME REPORT
There has been a total of thirty part one crimes reported between November 22, 2009 and December 19, 2009. This number is down by six crimes from the last extraction period. Our year to date part-one crime numbers are still down ten percent from this time last year. I’m getting reports of an increase in bicycle thefts around the area of Heliotrope and Melrose. Remember to always lock your bicycle with U-lock and try to keep it in sight, if you have to leave it unattended. We recently conducted a bicycle theft task force in that area and made three arrests in just a few hours. Hopefully this will slow down some of thefts that were occurring. He is a breakdown of the part one crimes for this extraction period.
It is important to remember that criminals often prey on those who are unaware of their surroundings or pre-occupied with something else. Be aware at all times and pay particular attention as you walk or drive down streets. Lock all residential doors and windows when you are away. Never leave valuables in your car or at least in plain sight when you park your car. It is worth noting that most of the crimes are occurring are between the hours of 6:00 p.m. and 3:00 a.m. That is not an opinion, it is fact.

The boundaries for basic car 2A12 are Sunset Bl to the north, 3rd St to the south, Vermont Av to the west and Coronado Street to the east. There are five reporting districts (RD) within this basic car area: RD’s 0204, 205, 212, 215 and 231.
There are two Neighborhood Councils that are within my Basic Car boundaries: The Silverlake Neighborhood Council and the Rampart Village Neighborhood Council. Both of these Neighborhood Councils have websites you can visit to find out their meeting dates and times, and fall under Council District 13 (Eric Garcetti).
On 12/15/09 we conducted a bike theft sting within my area. We arrested (3) individuals for stealing the bike. One of the Suspects arrested is a career criminal, who for now, will not be plaguing Rampart Division. Due to the increase in property crimes occurring in my area, we will continue to do theft stings.

The boundaries for 2A18’s area are Sunset Bl to the North, The 110 Fwy to the East, 3rd St to the South and Glendale Bl / Union Ave to the West. The Reporting Districts in the basic car area are: RD’s 217,219,237,238 and 239.
During the month of November / December there was an increase in gang graffiti in Echo Park, and Angelino Hgts, there were however no gang related situations.
Witmer Manor located at 1501 Miramar st. has had a period of calm since the parole and probation task force took place back in October. Several renters involved in the gang activity were arrested and several more were brought up for eviction by management.
Over the past month there has been an increase in Vehicle thefts (GTA), and Vehicle break-ins (BFMV) in the Echo Park / Angelino Hgts area. 100% of the items taken were I-Pods, Camera’s, Cell Phones, GPS systems, and Lap Tops. All small easy to carry items left exposed inside the vehicles. Please be more responsible to your community by not leaving these tempting items inside your vehicles, the opportunist do talk and thus we have a rash of property crimes in the area.
TRAFFIC CONCERNS:
There are two main traffic concerns in A39’s area .The first is the T-Intersection located at Douglas Street and Cortez Street. This intersection is located to the rear of Betty Placencia Middle School and has been the location of several close calls between vehicles failing to stop at the stop sign and young pedestrians not looking before crossing the street.
The second location is at Laguna Av and Echo Park Av. The crosswalk at this location is used by many pedestrians. Southbound vehicle traffic is traveling at high rates of speed making it unsafe for pedestrians in the crosswalk.

CRIME TRENDS
The following area is experiencing a number of thefts from motor vehicles. Oceanview St between Lake St and Coronado St. These crimes are occurring most frequently during the week between the hours of 7AM-10PM.
PREVENTION
-Lock all car doors and windows
-Ensure that all your valuables remain out of view or in your house (i.e. cell phones, GPS, iPods)
-Record the serial numbers of your electronic and computer equipment in a secure location
-If you observe suspicious activity, contact 911 (Emergency), 311 (Non- Emergency) immediately.
GANGS
The LA Prosecutors Office and the LAPD are doing everything possible to control gangs and limit their influence in Rampart - but we cannot do it alone. The community needs to reach out to our youth before gang members get a hold of them. There many programs available. CRIME TRENDS
We have noticed an increase in gang activity in the area around 6th and Bonnie Brae, specifically in and around the Selecto Plaza Mall. We have increased our patrol efforts in this area.
The illegal vending issue along 6th Street has also picked up and we are attempting to schedule something with the Health Department and Building and Safety within the next couple of weeks.

Crime Trends:
There aren’t any specific crime trends for the Basic Car. Graffiti continues to be an on-going issue. Community members are reminded to call 3-1-1 whenever you see graffiti. We are very fortunate to that Central City Action Committee providing our area with graffiti removal. They have a goal to remove graffiti within 48 hours (Monday-Friday), and they usually meet their goal.
Citywide Crime Statistics continue to be down. Violent crimes are down 10% and Property Crimes are down 8%. It’s very significant to note that homicides are down nearly 19% and Auto Thefts are down nearly 20%.
Upcoming Events for 2010:
Community Police Academy - This is an eleven week course in which the community is encouraged to build a lasting partnership with the Department with the ultimate goal of reducing crime and improving the quality of life in our neighborhoods. Community members will receive training in many aspects of law enforcement and receive a better awareness of challenges being faced by officers every day. There will be a Spanish speaking academy beginning December 2009 and June 3, 2010.

The Community Police Advisory Board (CPAB) meets the first Tuesday of every month at 6 pm.

I would like to thank all the members of my various neighborhood watch groups, business watch groups, and schools for their support throughout the year. 2009 has been a very challenging year. We said good bye to Chief Bratton and wished him well in his new assignment. We welcomed Chief Beck as the new Chief of Police. We continued to see crime statistics lower, and hopefully see an improvement in the quality of life for residents in Los Angeles. 2010 will be a challenging year. I believe that the support and commitment of the Police department working with community members will help us to continue in our goal of making Los Angeles the safest big city in the United States.

Meetings for the formation of Westlake South Neighborhood Council are every 4th Tuesday of the month. There are also numerous neighborhood watch groups that meet periodically to discuss issues within their communities and problem solve.
If you are interested in becoming more informed about what is occurring in your community or would like to meet additional residents in the area who share the same interest in keeping your community safe and clean, please contact me for additional neighborhood watch groups and their meeting locations. If there is not currently a neighborhood watch group in your area but you would like to start one, I can be of assistance in coordinating that effort.
CRIME REDUCTION:
The most effective way to combat crime is to build a partnership with the police. If you are a building/business owner, apartment manager and or resident of this area please make contact with the Senior Lead Officer. There is a wealth of information that I can share with you as well as crime prevention handouts that I can provide for you to take back to neighboring businesses, buildings and residents. Together we can prevent crime by staying informed and educating others. We can reduce the fear and incidence of crime by problem solving together.
TRAFFIC:
Let’s get a great start to the New Year. If every driver of a motor vehicle gave the roadway which they drive on their full and undivided attention, we could easily diminish the number of preventable traffic collisions. Please be extra cautious of pedestrians and unsafe speeds during inclement weather.
If a bicycle is your main transportation, please attach the appropriate lighting to the front and rear of the bicycle. This will allow vehicular traffic the ability to identify you during darkness and share the road.

BOUNDARIES:
The Los Angeles Police Department Rampart Division is responsible for patrolling the Pico-Union area of Rampart.
The area for Basic car 2A92 has changed and grown a bit bigger since the opening of Olympic Station. The boundary is Hoover on the west, the 110 freeway on the east, the 10 freeway on the south, and 11th St until Union Ave and James M Wood after Union Ave on the north side.
CRIME TRENDS:
On Monday Dec 21st at approximately 4:10 P.M. three male Hispanics all approximately 20 years old went into 1316 W Venice the 98 Cent Store and demanded money from the store owner. The owner attempted to grab the gun out of one of the suspect’s hand as the other suspect put a knife to his side. When the owner unsuccessfully grabbed at the gun the second suspect began to fight with him. This is when the suspect with the gun shot the store owner in the back of the head. All three suspects fled the store on foot without taking any money or property. The victim died on Tuesday from his injuries at the hospital. Anyone with information related to the case is asked to call the LAPD at (877) LAPD-24-7 or (877) 527-3247.
Business owners if you currently have video equipment in your stores please make sure that they are currently working and taping. If you do not have video surveillance please consider putting some up to either deter these criminals or catch them on video if they attempt to commit a crime. Also, remember if you feel that something is not right or weird it probably isn’t right. Don’t be afraid to call in suspicious activity it could help prevent a crime that was about to occur.
Don’t be afraid to look out for your neighbors. If you see something that is not right and you know it’s not right call it in to PD. If you don’t feel that it is an emergency use the non emergency dispatch number 1-877-ASK-LAPD.
Please help our community by calling 3-1-1 for Graffiti removal and Bulky Item pick up. Let’s all take a few minutes to help make the community a cleaner and better place.
TRAFFIC CONCERNS:
Please remember to drive safely at all times especially during heavy traffic hour when there is a lot of pedestrian activity. Kids are back in school so be especially cautious when the kids are going to and from school. Also, be aware of your surroundings when you drive. Don’t blast the radio so loud that you cannot hear the sirens from the fire trucks or police cars that need you to pull to the right and give them the right of way. Just remember you need to give yourself enough time to get to places safely.
