Planning and Research Division (PRD) provides administrative staff support to the Chief of Police and the Chairs of Department-wide standing committees whose responsibilities substantially transcend the Chairman’s regular organizational responsibilities such as the Operations Committee, Administration Committee and Risk Management Committee. The Commanding Officer of Planning and Research Division is Captain Carol J. Aborn Khoury.

In addition to the above, Planning and Research Division oversees the following sections:

Special Projects Section is responsible for any special projects requested by the Chief of Police.

Procedures and Directives Section deals with the update and maintenance of the Los Angeles Police Department Manual.
