Deputy Chief Kenneth O. Garner, Commanding Officer of South Bureau – Deputy Chief Garner was born in Hot Springs, Arkansas. He received his Associates of Arts Degree in Administration of Justice from Los Angeles Harbor College in 1975. He received his Bachelor of Arts Degree in Psychology from the California State University, Dominguez Hills in 1981. He is a graduate of the Federal Bureau of Investigation (FBI) National Academy, the Supervisory Leadership Institute and the Senior Management Institute Program (Boston University). He has received numerous community citations as well as awards from the United States Congress, California State Assembly, and various church and community organizations.
Deputy Chief Garner was appointed to the Los Angeles Police Department (LAPD) on June 6, 1977. He has over twenty years of supervisory experience. As a police officer his assignments included Southwest Area, 77th Street Area, Central Area, 77th Street Area Vice, and Southeast Area. Upon promotion to Sergeant in 1986 his assignments included Central Area, Operations South Bureau C.R.A.S.H., 77th Street Area, Internal Affairs Division, and Operations South Bureau as a Commander's Aide. After being promoted to Lieutenant he was assigned to Wilshire Area and then South Traffic Division as a Watch Commander.
Upon being promoted to Captain in 1998, he was assigned as the Commanding Officer of Foothill Detective Division, then South Traffic Division and later became the Commanding Officer of Foothill Area. As the Commanding Officer of Foothill Division he oversaw a command of 375 sworn and civilian personnel who were responsible for all uniform enforcement and criminal investigations within the division. As Commanding Officer of Transit Bus Division he oversaw a command of 124 sworn and 4 civilian personnel. He initiated a customer service oriented approach to provide needed dialogue for long-term objectives of reducing crime on MTA buses, within the City of Los Angeles.
On October 2, 2005, Chief of Police William J. Bratton promoted him to the rank of Commander, making him one of 18 commanders on the Department. As the Commanding Officer of Personnel Group, he oversaw all personnel matters within the Department including all hiring of sworn and civilian Department members, reserve officer recruitment and assignment, all workers compensation issues and personnel record keeping. His major priority and challenge was to increase the size of the Department in both its sworn and civilian ranks to authorize strengths (10,300 & 3,000), with diversity reflective of the City’s residential communities.
On July 1, 2007, a month after he celebrated his 30 years with LAPD, he was promoted to the rank of Deputy Chief. He was assigned as the Commanding Officer of Operations-West Bureau where he oversaw all the police operations in the following Areas: Hollywood, Wilshire, West Los Angeles, Pacific and West Traffic Division.
On March 2, 2008, Deputy Chief Garner came home to the community where he grew up and spent most of his early years in life. He assumed command of Operations-South Bureau (OSB) where he is in charge of the four geographic areas: 77th, Southwest, Southeast and Harbor as well as South Traffic Division. He is a firm believer that teamwork plays a big role in achieving success. Along with everybody that works in OSB, he is committed in making South Bureau the best Bureau in the City.
Deputy Chief Garner is a resident of Los Angeles County and is an active member of the Los Angeles community. He is a past volunteer coach for youth basketball, baseball and football. Deputy Chief Garner has an eighteen-year-old daughter, Lauren, whom he has immense pride in. He is a past board member of the Oscar Joel Bryant Foundation (African American Police Officers Association), former board member and current member of the Association of Black Law Enforcement Executives (ABLE), and a member of Kappa Alpha Psi Fraternity Inc., the FBI National Academy Association, and Former member of the Northeast Toastmasters Club. He is also a former board member of the Los Angeles Police Command Officers Association (COA). He is a current recipient of the Trailblazer Award, where he is recognized for his outstanding contribution to the progress of African Americans in the City of Los Angeles.
His continued goal is to support the residents, businesses, community organizations and officers of the City of Los Angeles by providing the best service to all residents in order to make our communities a safer place to live.
