Commander Andrew Smith was promoted to the Rank of Commander on June 28, 2007. He is currently assigned as the Assistant Commanding Officer, Operations-South Burea. .
Prior to his promotion he was the Commanding Officer of Central Area, which covers approximately 4 1/2 square miles in the Downtown section of the City of Los Angeles, including the communities of Chinatown, Little Tokyo, South Park, Central City East, Historic Core, Financial District, Artists Lofts, Olvera Street, Jewelry District, the Convention Center, and the Fashion District. Central Area has approximately 400 sworn and civilian personnel and a residential population of 42,000.
Prior to being assigned as the Commanding Officer of Central Area, Captain Smith was the Commanding Officer of the Los Angeles Police Department's Communications Division, which includes both the Metropolitan Dispatch Center and the Valley Dispatch Center. He was responsible for the Los Angeles Police Department's 9-1-1 and police dispatch systems, which are the largest public safety answering points in the State of California. Captain Smith was born in Waukesha, Wisconsin, and raised in a small town in Upper Michigan. He earned his Bachelor of Arts degree in Psychology in 1986 at the University of California San Diego. While working for the LAPD, he continued his education, earning a Master of Arts degree in Public Administration in 1997 from the University of Southern California (USC), where he was recognized as an Honor Graduate. He is also a graduate of both the 100th session of USC's Delinquency Control Institute, and the 206th session of the Federal Bureau of Investigation's (FBI) National Academy in Quantico Virginia.
Captain Smith joined the Los Angeles Police Department in 1988, was promoted to sergeant in 1993, lieutenant in 1997, and captain in September, 2001. Prior to promoting to captain, he worked a wide variety of patrol, specialized unit, and staff assignments. Captain Smith worked both patrol and specialized unit assignments in Wilshire, Newton, 77th Street, and Pacific Areas. As a lieutenant, he was a watch commander and administrative lieutenant in Hollywood Area. His first command was Harbor Operations-Support Division, followed by his assignment as the Commanding Officer of Harbor Patrol Division.
Captain Smith is active in many professional organizations including the Police Officers Association of Los Angeles County, National Tactical Officer's Association (NTOA), the Los Angeles Police Historical Society, and the FBI National Academy Associates.
When he is not working, Captain Smith enjoys traveling both domestically and internationally. He is also an avid outdoor and fitness enthusiast.
