South Bureau Goals

It is the mission of Operations-South Bureau (OSB) to work in partnership with the community to reduce both the level and fear of crime, as we improve quality of service, community - police relationships and quality of life.

GOAL 1

SUPPRESS THE INCIDENCE OF CRIME IN THE BUREAU

Strategies
  • Ensure deployment of patrol officers is consistent with daily crime occurrences.
  • Ensure the proper implementation, administration, and deployment of Special Enforcement Units (SEU) in each Area.
  • Use the Community Services Committee as a resource to solve problems through alternative means.
  • Maintain liaison with local, private security agencies contracted with local businesses and schools.
  • Hold commanding officers and watch commanders accountable for crime suppression by means of regular crime-control meetings and in annual performance evaluations.
  • Ensure community-identified problems are prioritized and addressed and tracked.
  • mprove coordination and cooperation between patrol and detective functions.

Measures of Effectiveness
  • Reduce Part I crimes by 20 Percent, compared to the prior year.
  • Reduce repressible crimes by 5 Percent compared to the previous year.
  • Maintain a Clearance Rate of 25 Percent for Part I crimes.

GOAL 2

REDUCE SERIOUS INJURY/FATAL TRAFFIC COLLISIONS BY 10% AND REDUCE ALL TRAFFIC COLLISIONS BY 15%

Strategies
  • Hold Area Commanding Officers primarily responsible for traffic problems in their Areas.
  • Use mapping to focus traffic enforcement at key, problem locations.
  • Set expectation for Basic Car officers to identify and address traffic problems in their Basic Car areas.
  • Pedestrian/Crosswalk sting operations.
  • Identify problem intersections on a weekly basis.
  • Emphasize traffic enforcement training for Basic Car officers, e.g., radar enforcement training.
  • Emphasize the use of "El Protector Azul" program in areas plagued by serious (A) and fatal (K) traffic collisions.
  • Emphasize the importance of discussing traffic problems at meetings with Basic Car officers.
  • Hold Quarterly Traffic Summits, one in each Area during the year.

Measures of Effectiveness
  • 10% reduction in Serious Injury/Fatal traffic collisions.
  • 15% reduction in all traffic collisions.

GOAL 3

IMPROVE ORGANIZATIONAL EFFICIENCY WITHIN THE BUREAU

Strategies
  • Establish integrated tracking systems to monitor due-date compliance for projects, routine reports, and audits.
  • Establish integrated tracking systems to monitor risk management issues: pursuits, traffic collisions, complaints, and uses of force.
  • Use the tracking systems to identify trends in the occurrence of high-risk incidents and employees' involvement.
  • Hold commanding officers accountable for the proper management of the complaint investigation caseload.
  • Conduct frequent audits that simply and accurately measure daily operations, especially those operations that could compromise Department integrity.
  • Implement all Board of Inquiry (BOI) recommendations that affect geographic bureaus.

Measures of Effectiveness
  • 90% due-date compliance rate for projects and routine reports sent to the Bureau.
  • 100% due-date compliance to Office of Chief of Police.
  • Quarterly audits of employees with multiple high-risk incidents.
  • 50% reduction in overall complaint investigation backlog.
  • 90% of all complaints initiated are submitted for bureau review within 180 days of initiation.
  • Implement BOI recommendations that affect geographic bureaus and Area commands (recommendations to be named later).

GOAL 4

CONTINUE TO INSTITUTIONALIZE COMMUNITY POLICING-GOVERNMENT WITHIN OSB COMMANDS

Strategies
  • Maintain Basic Car stability within each Basic Car.
  • Increase the participation of concerned geographic division personnel at community meetings.
  • Conduct two Community Police Academy sessions per year.
  • Reduce the number of absenteeism of officers at community meetings.
  • Conduct a quarterly Basic Car meeting/training day for all officers assigned to a Basic Car.
  • Ensure two semi-annual Basic Car meetings are conducted for each Basic Car.
  • Increase the number of community meetings led by Basic Car officers, other than senior lead officers.
Increase officer involvement with the SARA process.

Measures of Effectiveness
  • Average per month no more than one Police Officer III moved from a Basic Car.
  • One representative from the concerned geographic division attends each community meeting.
  • Two Basic Car Meetings are held in each Area for each Basic Car.
  • Graduate 40 community members from the Community Police Academy.
  • Less than 10% officer absenteeism at community meetings during the year.
  • Average 75% percent of community meetings led by a patrol officer other than a senior lead officer.
  • Each Basic Car officer initiates and completes one SARA project during the current year.

GOAL 5

IMPROVE OVERALL EFFICIENCY OF OPERATIONS SUPPORT DIVISIONS

Strategies
  • Improve liaison between Operations-South Bureau commands and District and City Attorneys’ Offices.
  • Improve turnaround times for City Attorney and District Attorney "drop off" cases.
  • Develop strategies to reduce Detective Backlog.
  • Ensure enforcement of gang-related crimes.
  • Increase enforcement of sex registrants.
  • Improve compliance rate with 290 PC sex registrants.

Measure of Effectiveness
  • A 35% reduction in Detective Backlog
  • A 10% reduction gang-related crime
  • Maintain an average compliance rate of 80% for 290 PC Sex Registrants
